Notice To Creditors
n
County Committee
Rules Against
Rayfield School -
The public school consultat-
ive committee of Huron Cou-
nty has decided against Bay-
field in it's efforts to have
parts of Stanley attached, with
the ratepayer's approval, to
icipality that had an average staxgrammemoussamismanusegnmemast
daily attendance in the pub-
lic schools in the municipality
of under 100 resident pupils
in 1963 shall, on and after
the first day of January, 1965,
f or m part of the township
school area that surrounds it
or with which it has the great-
est length of common bound-
ary."
the village, for school purposes.
"According to section 40(5)
of the Public School's Act,"
the report states, "Bayfield
must be a part of the adjoin-
ing township, Stan 1 e y, for
school purposes."
Alsa referred to the commit-
tee was a proposal to add
parts of Tuckersmith to the
town of Seaforth for school
purposes. The recommendation
is "further study" and no ac-
tion, "since it seems inadvis-
able to recommend the inc-
lusion of these properties in
Seaforth without a complete
study of the e f feet on the
costs to these properties or
the costs to the ratepayers of
Seaforth of t h e suggested
plan."
Parts of the Public Schools
Act cited in support of it's
Seaforth and Bayfield decis-
ions were section 40 (9) and
(5), as follows: "every urban
municipality that had a pop-
ulation of under 1,000 accord-
ing to the municipal census
for 1963 and every urban mun-
"Where the average daily at-
tendance of pupils of the pub-
lic schools under the jurisdic-
tion of a board is fewer than
100 in any year, the inspector
shall notify the clerk of the
county and the secretary of the
board affected, and the council
of the county shall, by by-law
passed before the lst day of
July following notice from the
inspector, attach the school sec-
tion in which the board has
jurisdiction to an adjoining
school section."
"It appears," the committee
added, "that there is no pro-
vision by which a township
may have two school boards for
elementary school purposes.
"Since every urban centre
with population of less than
1,000 must be joined to the ad-
joining township, there is no
provision for establishing a
school authority of the Village
of Bayfield."
