funds and better service from
pavements built.
Carleton County has already
begun to carry out the pave-
ment tests under the direction
of the county engineer, Alex J.
Graham. Valuable assistance is
being provided by J. L. Shearer,
Ottawa Suburban Roads Com-
mission's chief engineer, who
has provided the county with
the part-time services of his as-
sistant engineer, W. C. Holman.
Several other municipalities
are interested in the results of
the Carleton County study and
are undertaking similar pro-
grams.
The municipalities are carry-
ing out the tests under the
guidance of the Committee on
Municipal Roads and Streets of
the Canaan Good Roads As-
sociation and with the assistan-
ce of the CGRA Pavement De-
sign and Evaluation Committee
which has just completed the
first stage of its own tests on
all of Canada's highway pave-
ments. The data from this na-
tional investigation is now be-
ing analyzed and significant re-
sults are becoming available. A
better understanding of the per-
formance of pavements has
been developed, from which
new methods of design and ev-
aluation have evolved.
A closer relationship between
CGRA and Canadian municipal -
ities has been developing stead-
ily in recent years and co-opera-
tion on such projects as the
pavement tests is expected to
grow.
This year, municipal bodies,
both rural and urban, made up
over 40 percent of the Associa-
tion's new membership. Muni-
cipalities are also playing a
strong and effective role in the
Association's annual conven-
tions. Nearly one-third of total
attendance at this year's nat-
ional road meeting at Banff,
Alberta, represented local gov-
ernments. Subjects of great
importance to municipalities,
such as contracting procedures,
were discussed at the conven-
tion.
