Manitoba's School of Art is the expert teacher on CBC -TV's

Private Sales of Used Articles

Persons who buy cars, fur-
niture, boats or other articles
through private sales should
pay the three percent sales tax
on them to the Ontario Gov-
ernment, Provincial Treasurer
James N. Allan has announced.'
Mr. Allan was answering a
query on a section of the reg-
ulations of the Retail Sales Tax
Act, which comes into effect
September 1.
The section reads in part.
"Every person must have a
vendor's permit who sells goods
to consumers ... "
Mr. Allan was asked if this
meant that persons who ad-
vertise cars, pianos, stoves, re-
frigerators, etc., for sale privat-
ly must colect the three per-
cent tax.

concerned, falls on the pur-
chaser to declare his purchase
and pay the tax.
Mr. Allan said that, in about
10 days, the department will
have ready for distribution 30
different cards, each of which
will be specifically aimed at
enlightening different types of
retailers so they can get the
collection of the tax into op-
eration as smoothly as possible.
Buyer -Pays
"They won't have to pay the
tax—but the person who buys
the article will," Mr. Allan said.
Asked how the Government
could check on this type of sale,
Mr. Allan agreed it would have
its difficulties.
However, he expressed the
hope that purchasers in this
category would display the
same conscientiousness expect-
ed of those who make purchas-
es while visiting or vacationing
outside the province.
Such purchasers are bound,
according to the act, to report
their purchases to the Ontario
Government and =to send an
amount equivalent to three per-
cent of their value to the Treas-
ury Department.
This latest wrinkle in On-
tario's upcoming sales tax —
payment by buyers purchasing
through want ads, or example
—is likely to set off as loud
a public outcry as that raised
over the ruling on purchases
made outside the province.
Constitutional?
Some legal experts argue that
constitutionally Ontario is not
within its rights in exacting
sales tax on such goods.
The act states that a person
is not allowed to sell unless he
has a vendor's permit. But it
would be next to impossible to
make everyone placing an ar-
ticle for sale ad to apply for a
permit.

Miss Edna Wil.lert, of Mitch-
ell, and Mr. and Mrs. Clarence
Beck and Gloria, of Detroit,
Mich., were recent viistors with
Mrs. Fred Schlundt.
Mrs. Emma Haugh and Mrs.
Cora Gaiser, have returned to
their home in Dashwood, having
spent several weeks with Mrs.
Gaiser's daughter and husband,
Rev. and Mrs. Bruce Seebeck,
of Hanover. Mrs, Ray Kretz-
man and Billie, of Detroit, is
staying with them for some
time.
Dr. Byron Campbell, of Tor-
onto, and his son Keith and fam-
ily, of Windsor, and Mr. and
Mrs. Ed Stelck, were the guests
of Mr. and Mrs. George Hess, of
Hensall, in their cottage at the
pinery. It was olden times re-
miniscing with the doctor who
is 92. All had a wonderful time
with the host and hostess.
District Picnic
The Walther League district
picnic was held at Seaforth,
Sunday, July 30. A number from
Dashwood attended.
Sunday School Picnic
The annual Sunday School
picnic of the Evangelical UB
church was held Tuesday even-
ing, July 25. Following a picnic
supper, games and races were
enjoyed.
In the first game of the best -
of -three peewee baseball group
playoffs in Hensall last Wednes-
day night, Hensall defeated Seb-
ringville, 5-3. The second game
was played in Sebringville, Fri-
day night and resulted in a 10-
5 victory for Sebringville.

to seven, Hay nicking a double
and twb singles in three tries,
and Smale three singles in

Hensall won the first game in

margin. Third and final game
was to be played Wednesday.
Templeton went the distance
on the mound for the winners,
claiming seven strike outs, one
walk and allowed seven hits.
Chipchase was charged for
the loss allowing six hits, struck
out 10 and' gave up 10 walks.
