William Morritt, reeve of Blyth,
was allotted the chairmanship of
the Huron County Home commit-
tee for 1960, when the slate of
committees for the year was ap-
proved Wednesday by County

tees.
Chairmanship of the finance
committee went to Ralph Jewell,
reeve of Colborne Township; and
chairmanship of the executive
committee to Frank Waikom,
reeve of Goderich.
George McCutcheon, reeve of
Brussels, is the new chairman of
the county roads committee, which
has control of a bigger share of
the county budget than any oth-
er committee of Council.

Exeter Library
Joins Huron
County System
With Exeter Public Eibrek'y
having joined the Huron County'
library system in 1959, there are
now eight public libraries enjoy-
ing the pool facilities of the coun-
ty library, it was reported to Hu-
ron County Council, at its January
session last week, by Mrs. R. G.
Ecknnier, county librarian. The
Huron County Library, which is
one of the longest -established of
its kind in Ontario, is' organized
to make all the books of the cen-
tral library available, on a rotat-
ing basis, to local libraries in all
parts of the county.
Public libraries and association
libraries that use the county lib;
rary bookmobile service now in-
clude those at Auburn, Bayfield,
Belgrave, Belmore, Bluevale, B1y-
th, Brucefield, Brussels, Centralia,
Clinton, Cranbi 000k, Crediton,
Dashwood, Dungannon, Ethel, Ex-
eter, Forwich, Goderich, Gorrie,
Hensa1l, Kirloton, Lakelet, Londes-
boro, Lucknow, Molesworth, Mori-
creiff, St. Helens, Saeforth, Varna,
Walton, Whitechurch, Wingham,
Wroxeter and Zurich.

To Continue Use of Salt on Highways
After Hearing Rochester Experiment.
Use of salt on highways and police officials, traffic engineers
and the public was wanted.
The irvvo officials who initiated
the experiment reported that this
is what happened:
"By afternoon, with dropping
temperatures, the complaint bur-
eau and ice and snow control of-
fice were flooded with complaints
from police officials, transit cam-
pany, our own supervisory person-
nel rand) many private citizens.
"The superintendent of street
()leaning said conditions would be-
come intolerable unless salt was
used. And the remarks and state-
ments of individuals were acrid."
The -order was given to salt the
streets and, the report continues,
the hazardous conditions were re-
lieved after one run of the salt
spreaders. An hour later the city
was back to normal.
F. Dow Hamblin, the commis-
sioner of public works, explained
streets during winter in order to
facilitate safe movement of . traf-
fic has become such a matter of
contention the Department of
Highways draws attention' to an
experiment that was condufred in
Rochester, N.Y., that sharply
pointed up the pros and eons of
'the salt question.

During one snowstorms this win-
ter Rochester, a city of 350,000
population, used no salt in its snow
clearance program. Only snow
plows were used. Rochester of-
ficials, like road and highway of-
ficials throughout Ontario, were
constantly under fire from indiv-
iduals and groups who objected to
the use of salt, complaining that
it caused corrosion of automobile
metal as well as deterioration oaf
sidewalks and roads.
In order to discover what would
be the effect on traffic of a "no
salt" policy, the city manager and
commissioner of public works
agreed to use no salt, only plows,
during one snow storm.
This experiment, .which is de-
scribed in an American municipal
magazine, was undertaken by the
two men on their own. No one
was advised of the experiment be-
cause the unbiased reactions of

Councillors Must
Attend Meetings
To Receive Pay
By a vote of 18 to 17, the honor
system for payment of county
councilors attending committee
meetings was - sustained 15y Huron
County Council, Thursday. The
one -vote margin defeated a rec-
ommendation from the 1959 war-
den's committee, that councillors
who do not attend committee
meetings should not be paid for
attending.
The custom in effect in Huron
has been that if a county com-
mittee meeting is called, between
sessions of 'co}.n.cil, all committee
members are paid, whether or not
they actually attend; the assump-
tion is that every councillor will
carry oet his committee chores, if
he possibly can. By a one -vote
margin,. the custom survived
Thuirdiay's debate.
The finial report of the 1959
warden's committee sparked the
discussion, with a recommenda-
tion: " . that any member of
County Council who is unable to
attend a committee meeting shall
not be paid»for said meeting'.

In the discussions surrounding
use of salt in Ontario, there have
been frequent references to the
use of chemical additives to in-
hibit the corrosive action of salt.
The Department points out that
for. years—ever since salt began
to be used irr, any quantity there
has been a constant search for an
effective inhibiting additive. The
Ontario Department of Highways
has one of .the most effective ma-
teriel's research labs on the cont
anent, staffed by experts, In • their
search for an efficient additive
they have found in every case that
either the material Was not suf-
ficiently effective to be worth us-
ing or, if it had promise. of effect-
iveness; the cost was rohibitive.
