sion of conservation in a special
bulletin it has .issued dealing with
the coal shortage.
"The average citizen has a not-
oriously short memory," says the
bulletin. "But now pie the time
to impress upon him, that in many
eases the suffering caused by coal
shortage this year was duo to lack
of foresight. In Canada =any

there is a shortage of coal im-
provident holders demand that
coal dealers do the impossible,
namely, that they supply fuel,
that is unobtainable. Had they
