The action, of the Associated. Bo
aids 'of Trade and Ch'ambersr of
Commerce at the 11th annual meet-
ing at Toronto, in recommending
the licensing of all motor drivers,
met with full 'support. It is poin
te'd out that the Motor League has
long s
been agitating towards this,
end and in 1916 recommended that
every motor driver be licensed and
that the penalty* of cancellation of
the license be inflicted for repeat-
ed minor offense 'against the law
and serious offenses under the .cr-
iminal code. The attitude of the
Motor League is based onthe con-
viction that the licensing of all dr-
ivers would give addecl protect-
ion, to pedes:tria‘m and motorists,
that carelessness, rather than ignor
ance and incompetence, is. the eau
se of the majority of the accidents,
and that the advantage of the lic-
ense system is thy' penalty of can-
cellation which, it is believed by
the league, would be It greater!
, deterrent to carelessness than any
reasonable schedule of fines.
