He was smiling gen- ially, because it was only a matter of form. 'Excuse me, Bill,' said Smith, the big merchant. handing the paper back, 'I'd rather not.' `W -h -a -t?' 'I'm not going to sign any more saloon petitions.' 'You're joking.' 'Well, have it your way. I don't sign.' 'After all the goods I have bought of you?' 'I appreciate your patronage,' said the merchant 'I won't buy another nickel's worth from you.' ( 'All right.' The saloonkeeper went out noisily. He was less sanguine l when he approached the next man, but more diplomatic. But his luck was the same. School trustees are asked to take note that beginning with the year 1909 a new kind of third class certificate will be issued, and that same is much inferior to 3rd class certificates previously issued. It corresponds to the former district certificate. It is intended only for the districts and weak counties of Northern and Eastern Ontario, anct are not valid in Huron county. It is contrary to the regulations for trustees to make engagements with these teachers, and also con- trary to the regulations for such teachers- <',o apply for schools in this county, without special per- naission. A board of trustees which is unable to secure a I or II class teacher shall make application to the inspector on a form to be ob- tained from. him, for permission to employ a teacher with a limit third class certificate, as these new certi- ficates are to be called, The inspec- tor, if he proves of such application shall forward it, to the minister of education, giving his reasons for his approval, and submitting along with it the teacher's certificate. A teacher holding this grade of certi- ficate must not apply for schools in this county without first consult- ing the inspector and obtaining from him a list of the schools in the inspectorate for which limited thirds may be engaged No such teacher shall sign an agreement with any board of trustees until his certificate has been ruade valid for its school by the minister of education. General Jose Miguel Gomez, Cuban president-elect. is 53 years of age and a, native of Santa Clara Province. He participated in two great revolutions, in the second of which, he reached the rank of major -general. General Gomez was selected as governor of Santa Clara Province by the government of intervention, and when his term expired he was elected governor as a Republican or Conservative. During his term in the gubernatorial chair he won a high reputation for ability and progressiveness, In May, 1905, the general was nominated for the presidency by the Naticnl Liberal convention, but resigned his. candidacy four months later, giving as the reason for his action that it was impos- sible to continue the campaign within the bounds of the law, and laying part of the blame on the United States, owing to the Platt amendment. ' An uprising in Cuba followed, w hieh ended with the deposition of President Palma and the intervention of the United States, In .August, 1906, General Gomez was arrested, charged with con- spiring against the administration of the late President Palma, but be denied the allegation and was released from custody after a month's imprisonment. In Decem- ber of the same year Governor Magoon appointed him secretary of a carximission to revise the laws of Cuba.
