At first sight this question looks easy, Ono is apt to say off -hand that the advertiser pays it. But upon closer investigation, it be- comes apparent that an advertiser, who advertises properly, gets back all the money he spends in adver- tising, and a good deal more—else what would be the use of his ad- vertising? The purohaser does'n t pay it, because he gets the goods as cheaply from an advertising firm as he could from an non -ad- vertising firm. In many cases he buys cheaper. Then who pays the cost of advertising? The non -ad- vertiser does! By the lack of en- terprise in bringing his goods bo - fore the attention of the public he loses customers, who biay from ad- vertising people. The profits which acre lost by non -advertisers find their way into the coffers of those who do advertise. As an example : 1f $20 spent in advertising brings you in i30 additional profit. It is expected that a measalre of redistribution will bo introduced at the next Legislature. Nothing has transpired to suggest that anything like a gerrymander for party pur- poses is contemplated. It is even hinted that the British practice will be followed, and a committee representing both sides of the Leg- islature will be appointed to con- sider the details of the measure. It will be remembered that the redis- tribution made by the Ross I Government a few years ago was substantially fair to both parties, and the ]federal redistribution of 1003, while attacked by the Opposi- tion in some particulars, respected municipal boundaries, and u,po the whole held the balance even between the two parties. Indeed, in this respect our political lnethode have shown a great improvement in the last quarter of a century, and if rumor is to be trusted, Mr. Whitney will adhere to the better fashion.
