In his weather forecasts for
January. Rev. Irl R. Hicks says
-we may reasonably count on hav-
ing in many sections, within 70
hours of sunset on Jan. 8, general
and heavy winter storms, amount-
ing to blizzards and blockades in
many sections, with severe seismic
disturbances in many parts of the
earth. And no one, he says, needd'
be surpriseif one of the greatest
cold waves of the 'winter appears
from about the 3rd to the 7th, pro-
gressively out of the ' northwest.:

month of 'variable weather, n. between mild weather and

With the passing of the season
of panic across the line, and with
t the danger of a run on any
anadian bank, the policy of ex-
reme conservatism that has ham
]ered Canadian trade and industry
s no longer justified. The banks
have felt impelled to reduce ad-.
vances and strengthen reserves at
a time when money was most ur-
gently needed. This policy has
been defended on the grounds of
financial danger and the duty of
I
ankers to their shareholders. But
S far its it has been promoted by
ivalry and needless timidity, the

37,549, as compared with only
$70,801,047 held in the same month
a year ago. A year ago the total
iabilities were $778,717,996, as
compared with only $756,055,551 in
November, 1907. While the total
iabilities have been reduced by
twenty-two millions during the
year, the holdings of specie and
Dominion notes have been increas-
ed by about six millions. Of ceur-
se the banks have abundance of

ther assets to meet their liabiiit-
es, but the specie and Dominion
notes are held against sudden de-
mands.
In times of prosperity the banks
lend
;freely and let their res rept.
run' low, thus encouraging every'
line of enterprise. When the
stringency comes they can sustain
their earnings by reduced loans at
higher rates. This permits the
strengthening of reserves again-St
the danger of a panicky demand,
and is in every way satisfactory
from a banking standpoint. From
the standpoint of the business
community there are causes of
complaint. Accommodation be-
comes most restricted when it is
most in demand. The enterprises
encouraged by free advances dur-
ing times of prosperity are closed
up by the refusal of advances.
The public find abundance o
money when it is least in demand
and an aggravated stringent'
when the demand is most urgent
Instead of exerting a regulatin
influence, the tendency of th=
banking policy is to help a plethor
and accentuate a stringency. Th:
reserves now being accumulate(
are no lorger justified by an,
reasonable fear of a panic. The'

ocminerce and industry. Such ex
trema caution is all the less justifi
ed on account of the policy of th
Finance Minister in affording releif
and protection. Some banks have
made a serious effort to meet the
needs of their customers by ignor-
ing Horrible' criticism of the di-
minished reserves. This should
ba appreciated by the publio, and
followed as an example by the
leading Canadian bankers. As the
time of danger is past, the banks
can give greater attention to the
needs of the public and less to the
strengthening of their own de-

The Zurich telephone exchange,
is being moved to E. Zeller's office
this week. A number of private
phones will also be connected up
with the Bell switchboard.

Mrs. Alexander Rannie of the
Babylon Line, died rather sudden-
ly on New Year's Day, although
she had been complaining of not
feeling well for the past few
months. The funeral will -be held
at the residence on Saturday after-
noon at one o'clock, interment
taking place in the Babylon Line
Cemetery, Much sympathy is ex-
pressed for Mr. Rannie and the
family, ,

On Sunday last the .officers of the
Evangelical Sunday School for th e
year 1908 were elected as follows :
president, Mr. Oestricher ; vice,pre-
sident; Mr, J. Kellerman •, See. Mr.
Miller ; ,Treas., Mr. Birk ; Organist,
Miss 4)estr•eicher ; Assistant, Miss
Kellerman c there was also a sub-
scription taken to defray the ex-
penses of the Sunday School liter-
ature.. The temperance committee
of last year were re-leoted namely:
Mr. Oestreicher ; Mr. Geo. Keller -
mon ; Mr. A. Birk ; Mr. D. Weber ;
and Mr, Daniel Schrader.
Several changes take place in
the officers of the Municipal Board
of the Township of Stephen for the
coming year. The Board will be
composed of the following persans
for the ooming year. Reeve Mr.
Stephen Webb; Deputy, Mr. Jacob
Kellerman,,and for councillors, Mr.
Wm. Yearly; Mr: W. D. Sanders;
and lir. Andrew Hicks. The mem-
bers are :well situated over the
township, and being young and
vigorous men, should be well able
to administer the affairs of the
township,'in'a manner which will
give general satisfaction.
This week we must record the
death of grandma. Walper, which
sad event occnred at her home, in
the village on Sunday last. Mrs.
Walper was well advanced in years,
was a consistent member of the
Luthern church of this place, and
was laid to rest on Thursday, under
the rites of the said church, Rev.
Thun the pastor being the officiat-
ing clergyman. Her husband still
survives her, and being well ad-
vanced in
d-vanced.in years, has the sympathy
of the entire community in his sad
bereavement.
Rev. John Willert preached in
the Evangelical church on Sunday
evening.
