BETTER CARE FOR INSANE.
Dr. Bruce Smith, Inspector of
Prisons and Charities, a few days.
ago gave an expression of opinion
regarding the story that Sheriff
Dawson, of St. Catherines, had re-
fused to receive in the county jail
an alleged insane person, who had
been oonimitted by Pollee Magis-
trate Comfort for examination un.
der the law as amended last session
Ho said :—"The magistrate has
power to have a person who is�
brought before him as dangerous
to be at large on account of insan-
ity detained in a safe and comfort-
able place. Where the place shall
be is a matter for the magistrate to
decide."
"In some counties," he contin-
ued, "there has been in the past a
deplorable disposition to. send all
insane to jail, and let them remain
there until removed by a provincial
bailiff to one of the asylums The
recent amendments to the Aet are
for the purpose of hastening the
admission of all proper oases to the
asylums. The tendency will now
be for the friends of the patient to
have application made directly to
the medical superintendent of the
asylum in that district. As soon as
the terms of the recent Act are un-
derstood they will be better appre-
ciated, and the jails -will be kept
for the criminal class and not used
for those suffering from mental
diseases. Wise provision has been
made by the recent Act to prevent
sending the insane to jail except in
exceptional cases where they are so
violent that there is no other place
that they may be held in custody.
Tho Act will also have a tendency
to prevent sending harmless old
people to jail whose mental weak-
ness is entirely due to senility."

Dr, J. N. Perdue, of Blyth, has a
black cub -bear in custody. Br uin is
good -nattered and is being much
admired. He was captured in New
Ontario by a gentleman from Gode-

Raiz, of •Khiva, met with
an accident a' few days ago. He
was working at a saw in the mill
and got his hand out. He lost two
fingers and less hand is now in a
very bad state.,

The engagement is announced of
Miss Ethel Isabel Farmer, daughter

Exeter, to E. W. Horne, manager
of the Sovereign Bank Stratford.
The marriage will take place on
the 22nd of August.
Owing to.the great demand for
stock for the Exeter Canning and
Preserving Company, Limited, the
company has decided to increase
the capital' stock from $25,000 to
$40,000, as nearly all the first issue
of stook has been spoken for.
A circular has been issued by the
education department regarding
courses of study and examinations.
The revised regulations of 1904 are,
in full force, except that:
(1) As in 1905 and 1906, no exam-
ination will be held in 1907 in the
subjects of Part 1 of the junior
teachers' or district certificate
course but no candidate ' will be
admitted to any county .model
school or other training school who
does not furnish a statement from
the principal of the.school attended
to the effect that the holder has
completed satisfacforily the full
course prescribed for part 1.
(2) Candidates who have already
passed in one part of the senior
teachers' examination under the
regulations in force in 1905 and
1906, with or without the physics
prescribed for such examination,
must complete at one other exam-
ination the list of subjects as pre-
scribed for Farts 1 and 2 in regula-
tion 47. For such candidates at the
examination of 1907 the pass stand-
ard will be 34 per cent. of each
paper and 50 per cent. of the total
aggregate of marks for the papers
taken.
Text books authorized in August
1905, continue until further notice.
Those for the •normal college and
normal schools will be announeed
to the students at the beginning of
the session. No teachers' reading
course is prescribed -for 1907.

FORECASTS FOR AUGUST.
A clerk named Robert Peters of
London, formerly a resident of
Seaforth, was drowned while bath-
ing at Port Stanley one day last
week. The unfortunate young man
though a good swimmer remained
in the'trater too long and became
exhausted.
The barns and sheds of Robert
Durnin, two miles west of Dungan-
non, were burned Thursday night
last with a large quantity of hay
and some barley, also some of last
year's grain. He was insured in
the West Wawanosh Insurance
Company for $500. Lightning was
the cause of the fire.

The West Huron license com-
missioners have disposed of the
Hotel Normandie, Clinton, license.
S. S. Cooper has beengranted the
license with the understanding that
it should be transferred to Mr.
Scott, who has secured. a lease of
the house. Mr. Scott has been the
clerk of the hotel for some time.
Rev. Mr. Davidson of Varna had
the misfortune a few days ago to
meet an automobile on his way to
Bavfiel_d i he got out of his buggy
and held the horse, but the animal
was so terrified he could not hold
him, and it ran away, demolishing
the bugggy. He went to Zurich next
day and bought a new one. 1t was
a rather dear experience for our
reverend brother, and if he had
not been a good. Presbyterian min-
ister he probably would have
sworn.
A sad accident occurred near
Cromarty a few days ago. Mrs.
Hugh Norris, accompanied by her
two-year-old child, was visiting at
a neighbors. After dinner the
infant child went outside, and after
a lapse of about an hour, Mrs. Nor-
ris went to look for the child, and
found that the dog had attaoked it
and was scratohing and chewing
its head and face in a horrible man-
ner. The little one was unconscious
when rescued. The little one is in
a precarious condition.

A reactionary storm period will
cause a partial return of storm con-
ditions about Wednesday Thursday
and Friday, the 14th, 16th and 17th.
During these dates mugginess and
warmth. will increase, the barome-
ter will fall and drizzling rains will
be natural over most sections of the.
country.
The regular storm period extend-
ing frons the 19th to the 23rd, in
all probability, will be the most ac-
tive period in August. This period,
brings us under the influence of
the. Earth's ,autumnal •equinox. .A
rise in temperature, amounting to.
a "hot wave" will set in about the
16th, and by the 19th lew and fal-
ling barometer will attend the
warm wave. Threatening clouds
and thunder storms will begin in
the went by the evening of the 19th
and during the 20th, 21st and 22nd
these storms will . pass eastwardly
across the country, growing in ex-
tent and intensity. This is the most
hopeful period for general and.
copious rains in this month- Many
seismic and volcanic disturbances
will be reported in extreme sections
of our planet, within sixty hours of
sunset on the 13th. A decided
change to rising barometer and
cooler,will follow storms of rain,
