Ottawa, May 22nd, 190G.
The campaign of insinuation,
which has been carried on by the
Opposition since the beginning of
the session, came to a very interest-
ing climax: last week. The Oppo-
sition emerged from the fray with
indeed very little credit. Ever since
the opening of Parliament the Con-
servatives!, under the guidance of
Mr. Poster, have been crying "scan-
dal" against the government and
more so against the Department of
Marine. It is a recognized rule that
when a member discovers an im-
proper transaction, to make -a speci-
fic charge and pledge bis seat that
be can prove his charges. This v.a-i

debt, As to neat 'year he had no
specific estimatee.to offer beyond nn
expression of this hope and belief
that the country will do as well as
it has in the period through which
we are now passing.
Mr. Fielding calculated that in
spite of the:large capital outlays, a-
-mounting to $97,000,000.00 that
this government has undertaken in
the last nine years, there has been a
net addition of only $7,700,000.00
to the public debt. Estimating the
present population at 6,000,000, -he
was pleased to sae that the per capi-
ta debt of $44..37 is lower than it
has been at any time in the last 30
years. When the present govern-
ment took office in 1890 the per
capita debt stood at $50.61. The
finance minister gave a most inter-
esting group of returns illustrative
of the period of remarkable expan-
sion and prosperity through which
the country is now passing.
Since the liberals are in power
we have had• a a,urplut each year
except the first year, and for the 9
year+ decluctine the deficit of the
first year gives a net surplus of
1+64,300,000 or an average of $7,-
144,40.2.00.
Hon. Mr. Fielding's speech lasted
a little more than au hour. At the
conclusion he was greeted with
earty cheers. Cnxenieest.

This session the Conservatives
have given evidence of the bitterest
desire to force leaders of the Liber-
al party out of public life. The
opposition has lacked offences on
which they could ba -e charges. So
far they have only resorted to in-
sinuations. The rules of Parliament
were often stretched to the point of
fracture under the liberty of speech
privilege which members enjoy.
Last week they were brought to the
mark and were compiled. to ack-
nowledge by their actions on a
resolution that they have been fol-
lowing a contemptible course.
Several days ago they made ser -
ions insinuations against the Attic
expedition. Th y contended that
the fitting up of the expedition was
a scandal and that some one con-
nected with the marine department
must have had. a "rake off" as they
said it was impossible to put into
the boat all the supplies which had
bs n bought fur the expedition
The Prince Minister challenged the
Opposition to make a charge again-
st a number of the government or
an official s) :tn investigation might
be made. This challenge was not
acceptds herefore Sir Wilfred
declared t'hat he would have the
insinuetione investigated' by a par-
liatneetary committee and so moved
for the appointment of a committee
to probe all trans onions of the ma-
rine department since 3902. The
Prime Minis; pointer) out that
time did not permit of snch an ex-
tensive investigatiten, that the oppo-
s tion had given uo desire for such
an investigation. but that the pot' -
tion of the marine depsrlm.ent's
