Editing a paper is a nice thing
and no .mistake. If we publish
jokes people say we are rattle-
brained If we don't we are fools.
If we publish original they say we
do not give themenough selections.
If we give them selections, we are
too lazy to write. If we don't go
to church we are heathens. If we
do we are liynocrires. If we re-
main in the office we .ought to be
out looking for news. If we go out,
then we are not attending to busi-
ness. If we wear old clothes, they
laugh at us. If we wear good cloth-
es, they say we are extravagant.
Now, what are we to do? .Inst as
likely as not someone will say that
we purloined this from another
paper, So we did.

In the pending discussion on the
colonial army and navy question
there seems to be some danger of
confusion arising from the loose
application of the title of "Empire"
to a great power with dependencies
scattered over the world and enjoy-
ing generally a large measure of
independence,' Russia and Ger-
many are in a true sense Empires,
as was the Dominion of Rome,
from which the title is taken. Each
of them is under a. single para.
mount government, which rules it
at hone and repressis it in deal-
ings with the pow s. That the
case of Canada is di erent has just
been seen in her separate dealing
with France, .Again and again she
has demurred to the results of
British diplomacy. If henceforth
she is to see in herself a military
and naval power, will she always
he content to follow British lead
and always be satisfied with the
British tneasure o' assistance and
protection?—A Bynder, Weekly
