The Labor situation in the West
is causing considerable speculation
at the present time as to what will
be the outcome when the harvest
starts, Contractors, employment
agents and others whose business
is to keep in touch with labor con
ditions, state that unless there is a
change there will be a considerable
shortage of men by ,September. It
seems difficult to accurately estim-
ate the number needed. The
Manitoba immigration commis-
sioner states 32,000 and Bruce
Walker, the Dominion immigration
commissioner puts it at about
20,000.

There were thirty million less
cigarettes smoked in Canada last
year than the year before. The
decline is held to be entirely among
boys of sixteen years or under, and.
to be entirely due to the restrictive
legislation put through Parliament
'by the Government during the
session of 1908. It is believed that
the law actually prevented the
smoking of from forty to fifty
million cigarettes by boys of the
country, as the consumption was
increasing, and if it had not bean
for the law there would have been
an increase of from ten to twenty
millions instead of a decline of
thirty' millions. This is a fair
assumption, as the consumtion was
increasing more and more ea.ch year,
and.during the six years prior to
1908 the increase amounted to over
seventy five millions.
