A Berlin despatch says the Coun-
cil decided to take the management
of the street railway out of the
hands of the commission and place
t under direction of a committee
of the Council. The change was
railroaded through against the
balance of argument presented by
five members of the Council, the
fathers of the motion being the
onlytwo to speak in favor of it,
but the silent vote went for the
motion.
