In connection with the recent an-
archist
narchist outbreak in London a French
editor, Hugues le Roux, relates a cur -
ions story of Stepniak, the Russian
Nihilist author, who had written, a
book in Italian which Le Roux had
decided upon translating. Stepniak
at the time, which was 27 years ago,
not deeming liimssel safe in Geneva,
determined on going to London. Later
Le Roux went to London to get Step -
nick's manuscript. When, during their
meting in a tavern; he asked the Ni-
hilist whether he felt safe at last, he
received the following remarkable
reply: -
`I am on capital terms with the
London police. We even exchange
visits of -courtesy. Only a few days
ago one of their officials called on me
and said: 'We know who you are, why
you have 'fled your country and why
you have left Switzerland. You have
succeeded in getting to England; so
much the better for you. But there
are conditions attached to this hospi-
tality. You understand that it is not
through love of their crimes that we
admit all those who go in for political
. assassination. We have a royal family
that is snared in us, and ministers
whose lives we respect. We place all
these estimable p 'i'sone hc,nncl the
reach of assassination by sheltering l
tee 'rerrorists, Anarchists and Nihi1-
II ists who have nowhere else to go. 13e-
tween
them a204.us there is a ecn-
tract. On the explosion, of the first'
bomb, on the. first pistol, shoot,, on the
RrM knife drawn on "aro, representa-
ve of that authority which we re -
as sacred, we suspend the right
f `asylurii; we expel the refugees, wo
drive' them in a heap to the jails, the
',gibbets,, the guillotines of the cont
ent which are waiting for them.'
Stepnia)r .Laughed in his bristly
beard, says Le Roux, atthe cuteness
of these English. "Behold in me,".
e
cried, "the sacred hostage of her gra-
cious majesty Queen Vidtorfa.
