cording to specifications when the cur-
tain wall was not built,- If is a wond-
er that any lbeal inspector or local

that it was imperative that an addition

Many of the rate payers are under
the impression that the burden of esl-
ucating the Counts- attendance is put
on the shoulders of the town rate pay-
er. This an entirely incorrect idea
the County paying wholly foigthe ed-
uCation of its pupils. The result has
been that in spite of the increased
cot of running the school due -to larg-
er attendance and increase in staff,'
• the cost of the schoell to the town has
been steadily 'reduced since 1920.:„In
tlia,t year the High School rate was 6,
mills on the dollar and this year it is
4 mills on the dollar „an annual saving
of abouf$.1300. This is good busi-
ness ,when it is taken into considera-
tion, that in other departments the
town taxes has steadily increased. To
put the explanation in the - forms, cif
dollars and cents. Last •arear the to-
tal cost of keep wag -1'5336 ex-
clusive of the government grant which
was $1284. Of this $15o42, the coun-
ty of Bruce paid $1633, Huron paid
$7735 and the town of Wingham • paid
$5678, so that approximately $g3oo of
the cost was paid by the two counties
and .$5678 by the town of Wingham or
much more than half the expense was
borne by the (-mantles because more
than hair the attendance was rural,
One can see froingthese figures that
as the county- attendance increases so
the expense of up keep .to the town
decrease, But accommodation: must
be provided for this increased outside
'attendance and here again the coun-
ties bear their share of the cost, As
the situation is at the present time if
the town decides to go ahead and en-
large,' the town must issue the de-
bentures but the counties are called
upon by law' to meet their share of
interest.and sinking fund on such de-
bentures so that with the attendance
as it is at present the town would be
providing for interest and sinking
fund on about $12500 and the counties
a like amount, This spread over a
period of 25 years would cost the
own la the' neighborhood of mill
