Spinney Tells Bank of Montreal Shareholders Of Anti -Inflationary Needs GENERAL MANAGER B. C. GARDNER REVIEWS MOST ACTIVE YEAR AT 128T1I ANNUAL MEETING— HIGHLIGHTS BANK'S LOANING POLICY Montreal. — George W.
