To produce hordes and jobs, industry must have lumber. Existing
reserves are critically low, as a reseleeof enormous war and recon-
struction demands. Responding to Mt urgent appeal servicemen,
war workers and regular woodsmen are helping to fill existing la-
bor shortages in the lumber industry.

Foreign Secretary Proposes To
Place Problo:n Before World
Tribunal
That there should be riots in
Palestine and a fury of protest
from the Arabs becausethe gov
ernment of the United Kingdom
Pions a permanent settlement by
conciliation of ,one of the bitterest
controversies in the world today,
is something hard to understand.
It must be that the implications of
the, plan arc not clearly under-
stood, comments the . Ottawa Citi-
zen.
The British Foreign Secretary,
I4 Sr, Ernest Bevin, emphatically
says that he wants to settle both
the future of Palestine and the fu-
ture- of the Arab peoples of ,the
Middle .Eeast, "in a constructive
way and in a humanitarian spirit."
So he proposes to place the
problem squarely before the
United Nations Organization --in
other worth, before a world -tribun-
al. bleat is wrong with that?
Problem for'U.N.O.
The ananivation of a. joint Bri-
tish and United States committee
of
inquiryis r.ot a mere evasive de-
vice as some critics think. The
committees inescapable duty will
be to male t ositive proposals for
a • political and economic settle-
ment, These proposals will then
be submitled by the United King-
dom, as the mandatory grower, to
the United Nations Organization
with which the final decisions will
Agfecmtent between Jews and
Arai•s, will be sought at every
stage of the proposed inquiry.
There 'a'i'l be ample discussion and
every effort at reconciliation; for it
is British policy, :as laid down by

allayed and, if possible, overcome,
Three Stages of Plan
In detail, the settlement plan
will proceed by three stages. First,
1110 United Kingdom, as the man-
datory puwer, will seek agreement
with > the Arabs to ensure that the
present rate of Jewish immigra-
tion into Palestine, 1,50.0 a month,
shall continue' for the tittle' being,
Secondly, it will be the duty of
the Anglo-American committee of
inquiry, "with the utmost des-
patch; toascertain, as (1 prelimin-
ary, how many wish to migrate to
Pi.lestine, and how many Palestine
can economically absorb, On the
outcome of this investigation both
governments pledge themselves to
propose an interim solution for,,
Jewish settlement both in Palestine
and outside it, Thus, it is clear
that the present limit on 3001511
immigration will continue only Un-
tilthe committee's recommenda-
tions can be put in force.
The third stage is that dealing
with the long-term solution. When
11,e Anglo-American committee
ir,al,es Its tical recommendations,
the United Kingdom government,
as the mandatory, will prepare and
submit to the United Nations
Organization, its 00(1 considered
plan for the future trusteeship of
Palestine,
Once the trusteeship is estab-
lished, the 11110
t' h mandate will
cease, A world authority will re-
place it.

Three Objectives
Of British in Java
Facts about the aetned interven-

brought out in news despatches,
are these: the British troops are
there on behalf of the United Na-

only, first, to disarm the Japanese,
next to rescue prisuncrs of war,
thirdly, to restore order broken
by the Indonesian extremists who
treacherously .attacked Europeans
and massacred some wonted and
children: Marc'and more it is be-
conting clear that the present dis-
turbanees were fomented by the
Japanese .They seek to fain(( into
