The Termination
Of Lend -Lease
New York Times Discusses
Lend -Lease Controversy
In the )matter of the termination
of Lend -Lease, there are a few
misconceptions, on opposite sides
of the Atlantic, which ought
to be cleared away, lest they
trouble the good relations prevail-
ing between two staunch allies.
In the first place, it would be
a profound mistake for anyone in
England to ,read a political motive•
into the action of our Government
and to believe that this action was
prompted, or hastened, by con-
cern or alarm or disapproval, or
by any other judgment, on the
results of the British election,
Lend -Lease has not been discon-
tinued because Britain voted La-
bor. It has been discontinued be-
cause it was a war measure, and
because the war (in the sense of
organized combat) is over. There
has never been the slightest rea-
son for doubt that Lend -Lease
would be discontinued when this
stage was reached.
Never "Something for Nothing"
Meantime, on our side, there is
a tendency in some quarters (eag-
erly fanned by our old friends, the
professional bailers of Britain) to
misunderstand and misinterpret
the British position, In these quar-
ters it is being said that the Brit-
ish want "something for nothing,"
and are angry with us now be-
cause they will no longer get it.
Well, Lend -Lease was never
'something, for nothing." It was
guns and planes in exchange for
brave filen who would use them in
defense of our own freedom, no
less than of their own. But quite
aside from this, it is clear on the
record that the British Govern-
ment always recognized the tem-
porary, exclusively wartime char-
acter of Lend -Lease.
Britain's Position
Neither ML-. Attlee, nor any
other responsible British states-
man, has asked for the continua-
tion of Lend -Lease for an indefin-

question of the great armies which
have still not been demobilized,
and asked whether "shipping and
food and any other supplies still
required by our (British) forces
overseas and by the American
forces overseas can continue to be
furnished for a limited period
under Lead -Lease and reciprocal
aid agreement."
Britain, in short, is not asking
us to use Lend -Lease to finance
her reconversion, or to promote
her foreign trade, or to help solve
any of her domestic problems. She
has raised, strictly within the field
of military matters, the question
of continuing "for a limited period"
the same policy of joint actifn
that prevailed during the dcnidbi-
lization of the armies. On this
cainparatively narrow point, it
ought not to be difficult to reach
some mutually satisfactory agree-
ment,

That Ex -Servicemen Are Big In-
vestors In Housing Field
Immediate employment is the
thought uppermost inthe minds of
almost 50% of Canada's ex -service
men and women, interviewing of-
ficers of the Veterans Affairs De-
partment have discovered. Of those
interviewed' in. June almost 23% ex-
pect reinstatement in old jobs, 13.5%
have new jobs waiting, 33% are
hoping for employment, u% are
returning to their own 'businesses
and 3.5%: plan to return to their
own farms,
To date a total of 24,275,680 has
been paid out to veterans in re-
establishment credits, $1,506,304 has
already been released for the ac-
quisition, repair' or modernization
of a home, indicating commitments
in this field of some $20,000,000
when all is paid out.
Ah even greater amount, $1,616,-

1,616;456 has been released to veterans
for the purchase of furniture and
household equipment. As the .rc-
establishment credit may only be
authorized for this purpose on the
basis of two dollars credit for one
dollar cash put up by the veteran,
this represents an expenditure of.
$2,424,054 in this field since last
January when the War Service
Grants Act carie into force.
These two groups account for
75% of the total re-establishment
credits authorized in the first six
months of 1043. -

and Trade Board, Donald Gordon,
spoke in a Dominion -wide broad-
cast recently and told Canadians

control is still urgently needed—
as much now as ever—as there are
thousands of purchasers for the
limited amounts of new goods that
can be put on the market. Govern-
ment policy on de -control provides
for continuous adjustment as supply
conditions change. Of 300 orders
restricting civilian production 18
months ago, only 64 remain. All of
the 300 restrictions affecting metal
products then are no longer in
force.
Canada is a land of plenty com-
pared with most. other countries
and it is a matter of national honor
that this plenty be shared, the
speakers stated. The end of war,
with Japan does not ease the needs
of hungry areas and Canadian con-
sumption will hare to be reduced,
Shortage Continues
On the Coal Front
There is no relief in sight as yet
on the cop front,
Eventually (that is within three
to six months) there may be some
easing through release of army
personnel to work in the nines.
Eventually there may be some
easing in supplies of substitute
fuels such as coke.
But for the balance of 1045, at
least, .and possibly later than that,
the coal situation looks as tight
as it did before V -J Day. And that
is tighter than in any previous
winter since 1030.
