'Chinese ,Labor Adopting
.Fascist sIdeal to Offset Com-
munism and Avoid
Strikes
Shanghai.—Fascism has replaced'
Communism as the dominant idea in
the labor organization of Shanghai,
which is the largest industr al.centre
in China. This is the impression
Which one carries 'away from a talk
with representatives of the Labor
ljniflcation Committee, the body which
now officially beads the Shanghai
'labor movement and claims to super-
vise the activities of 200 trade unions,
with 300;000 -members, of whom a
third are 'wanton and a sixth are child
ren.
One reaches the headquarters of
the Labor Unification Committee by
going outside the 'boundaries of the
International Settlement and
thread-
- ing one's waythrough the winding
streets of the more picturesdue nee
tive eity. The building of the com-
mittee is strongly guarded by sol
'diors in the uniform of the' National -
1st army.. This is due to some ,con-.
cern fest the Communists, ,who still
carry on an underground propaganda,
might stir up a sudden attack on the
place.
Officials of the committee were very
emphatic in dissociating their 'organi-
zation from any connection With Com-
munism or any other radical ideas.
Communists Eliminated.
...After,General Chiang Kai-shek
closed dwn the former unions, which
were under Qommunist domination,
the Labor Unification Committee was
appointed by the Nanking Govern-
ment for the purpose of reorganizing;
.the Shanghai labor movement,' ex-;
plained one official: "In order to elim-
inate the Communist influence' wo re-
quired all the trade unions which de-
sired to afliliate'lvith us to undergo a
new registration. We sent investi-
gators to find out whether any of, the
leaders in the unions were Comenun-
ists; and we made it a. condition of
affiliation that such leaders should be.
removed. So at the present time we
have an altogether non-Communist
labor movement. When we learn that
Communists are still active in trying
to stir rip strikes we notify the police
and the military authorities. During
the last two months, however, there
have been peectically no strikes."
In contrast to the Communists, who
encouraged the workers to strike:for
whatever they wanted, the Labor. Unf-

moderating influence on the unions
which come under, its jurisdiction. It

a weapon of last resort, which should
only be employed atter all other

Rights of Labor Recognized.
It also recognizes the right of the
employer to earn a profit from his
enterprise. When its investigators
are culled in to adjust a labor dispute
they are bound to take Into considera-
tion'the financial condition ot-the en-
terprise, as well as the demands and
needs of the workers.
So far the Labor Unification Com-
mittee has participated in the adjust-
ment of more than 500 disputes and
lr it receives every day 30 or 40 letters
on industrial cuestions; with requests
- for mediation and intervention.
The coniniittee differs from most
American and .western European
trade unions in such matters as its
direct dependence upon the Govern.
nreut and its recognition of the• in-
terests o fthe employer: Mr. Fel, one
of the officials, declared that Italy was
the model which the Shanghai trade
unions were following at the present
time.
