The Goderich Signal, commenting
on the lament of the Ottawa Citizen
of the absence ,of popular characters
from Modern Fiction, tries to com-
fort that newspaper by the remark
that people with "peculiarities of
character" have been driven out by
"the standardizing tendencies of the
times,' This recalls the story of the
man who declared he had no pecul-
iaritiee. He was asked which hand he
stirred his tea with, and replied:
"With my right hand, of course."He
was told, "That is your peculiarity.

On Tuestlay morning, as in Shake-

morning face" started forth to school.
Bile on Tuesday morning there start-
ed forth to school another person
who was not in evidence in Shake-
speare's'day •namely the sister of
the boy.
In Shakespeare's day the public
school as we know it did, not exist. It
is to the everlasting discredit of Eng-
land( that she was so backward in the
matter of education for all the peo-
ple; and this hackwardness was not
the result of neglect or oversight, but
of deliberate, well -thought-out policy.
ft was considered highly dangerous
by 114y Lorca Tont Noddy and his
class to educate the common people
above their station. Of course, ;n
these days we consider this a very
bad, inistakcn policy.
In those far -old days, there were
great schools, called public schools
sttcdi as the Charterhouse, Eton, Har-
row, Rugby, etc.., butthese were for
the nobility and the well-to-rto." They
were preparatory to the universities
of Oxford and Cambridge. The teach -
Mg in thetas was confined almost ex-
clusively to Latin tin and Greek,
The' thorough mastery of those
classic tongues was a very difficult
t;tslc, and ,the faithful student who

tions. It is a situation that must be
met and dealt with."
An idea of the gigantic task before
this industrious Minister may be
gleaned from the fact that under Mr.
Biggs during the last fiscal year, a to-
tal of $21,370,150.59 was spent. It is
by many times the biggest spending
department of Government—the de-
tail of such huge expenditure in one
year can he better imagined than de-
scribed, but it is the mastery of that
detail that now engages Mr, Henry.
