Well= after the first week in Sep.
$ember is the Rina opinion of Herbert
Ditchburn, one of the best known
speed and pleaaureboat builders en
this side of the Atlantic, wjio, with
Mrs, Dutchburn, landed recently from
the Cunarder "'Include" following an
extensive tour o;lurppe.
While in England; Mr. Ditchburn
inspected Miss Betty Pentair's'" 210.
tette W" her now racing craft which
is naw nearing completion and with
;which Ole hopes to lyrest the valuable
trophy tram the Amerfeans.
The new craft, said Mr. Ditchburn;
hes been designed by A. H. Hawker,
an Englishman with considerable
tlanadian experience in boat.builfling,
and will pe capable of a speed of over
20 miles an hour. The type of engine
used will be the, Napier Lion, similar
to that used by Sir henry Seagrave.

Is atilt a secret.
Mr. Ditchburn explained that Eng-
land is at a disadvantage where trials
are concerned, owing to the fact that
the engines are fitted with very thin
steel water jackets tests can' not be
made in: salt water and there are no
fresh water lakes in Great Britain
large enough .for such a high speed.
Acoordhlgly arrangements have been
made for the EstelleIV to be shipped
to Montreal on a Cunarder early next
month- and on arrival here it will be
transhipped by rain to Gravenhuret,
Ont., where it will be put through its
triale over Muskoka Lakes before en-
tering the international race at De-
troit on Labor Day. At the same
time Miss Carstairs will arrive in
,I`Ieiv York on the Cunarder Bereugaria
and proceed to Gravenhurst.
While at Gravenhurst, said Mr.
Ditchburn, the British representative
will be.'able to take advantage of the
extensive body of water there and will.
also have the cooperation of the
Ditchburn Yards at Gravenhurst. A
special crew of experts will accom-
pany Estelle IP nil the way from Eng-
land and will take care of the craft
until its return to England after the
races.
Prior to leaving 'England for the
United States Miss Carstairs, will en-
ter for the outboard motbr boat races
in the English Channel.
Empire or League?
National Review (London): If a
tithe of the attention that has been
lavished on the Geneva League of Na-
tions had been devoted to the consoli-
dation and development of the Brit-
ish League' of ations, not only would
the Mother Country and Dominions
be appreciably more prosperous, but
the peace of the world would be far
more assured: This Swiss obsession
bas had a pernicious effect both upon
British and Overseas statesmanship
. by suggesting that so long as the
British Empire cuts a dash at Geneva
and stands well with Scandinavian
Socialists and Norwegian explorers,
every inter -Imperial tie can be allowed
to go by the board; and as a conse-
quence, we see the centrifugal orsere
aratist forces overtaking the eentri•
petal or unifying forces, and diplo-
matic disunity deliberately stereo-
typed under the auspices of an Ink
Aerial Conference, to the glee of ev-
ery. unfriendly foreign power who re•
gards the gradual break=up of the.
King's dominions as the solution of
their problem in world policy.

The Colonial Empire
London Spectator: We are only at
the beginning of developing our vast
Colonial Empire. It will give us the
opportunity to write .a fresh chapter
of imperialism, and to write it very
differently from the old chapters. The
vision is of :quhite men and -men of
other colours ao•operating in mutual
respect for the wealth and health of
mankind. The wealth of the tropics
cannot be withheld, for it belongs to
humanity; but when the well-being of
the native has been secured as the
first charge on and the first duty of
the developers, there wilt be an am-
ple share for those, including men now
unemployed, who will help to build.
and to provide the equipment for
these . great new countries.

Victims of the Market
New York World; It is the small
and unexperienced traders' who are the
last to•go in and the first to get hurt,
and who usually get hurt the hardest,
They are victimsof what is sometimes
called the "psychological lag." Their
bullish enthusiasm comes too late and
is poorly directed. Instead of cau-
tiously investing they are prone to buy,
volatile stock on margin and thus play
into the hands of those who know the
market better, and who can afford to
indulge the luxury of a chance. The
experience may be worth something
to them, but it comes too high.

Baby has little upsets at times. All
your care cannot prevent them. But
you can be prepared. Then you can do
what any experienced nurse would de

to do—give a few drops of plain Cas -

soothed; relief is just a matter of
moments. Yet you have eased your
child without use of a single doubtful
drug; Oastoria is vegetable. So it's
safe to use as often as an infant has

And it's always ready for the crueler
pangs of colic, or constipation, or diar-
