S, F. Edwardes as offleiating Inspector -General' of Chi- nese Customs is regarded in business circles here as one of the most re. assuring sign yet received that the new rulers of China intend to follow a polciy of moderation, commercial and financial, in dealing with other na- `� It tions. On being interviewed, a leading, authority indicated that there has been much anxiety lest the customs organ- izations built up so much under the care of Sir Robert Hart should be al- lowed to pass into inexperienced hands, thus imperilling the pre -Boxer and reorganization loans floated on the aeeiudty of materna revenue. Mr, 17dwardes's appointment is fur- ther regarded as an indication that the recent decision of the Nationalists to ignore the terms o , the reorganiza- tion loan agrement and pay the salt duties into banks chosen by themselves instead of banks with which an agree - merit has been made represents an at- tempt to escape their financial obliga- tions. The names of the new reposi- tories are not yet known, but are now awaited with greater confidence. The Chinese'Government is expected in the market for further large loans in the near future and the Steps being taken to place the old debts on a se - care footing are likely to help ma- terially to improve the prospects of getting new advances. Mr. Edwardes first took up the du- ties of Inspector -General at,tthe re- quest of the Peking' authorities as sue- cessor to Sir Francis Aglen, who re- signed last year, but Nanking refused to recbgnize the appointment. IIe was formerly Commissioner of Customs at Canton and was present during the disturbances at Shameen-in 1925. How Motorists Get That Way Keen as competition may be in all lines of endeavor, it is nowhere keen- er than among motorists, according to William Ullman, writing for the Ullman Feature Service. Many drivers are inclined to "show the other fel- low that he lacks a knowledge of the finer points of motoring, .and that he is no judge of automobiles at all. Continuing, Mr.'Ullman remarks: This 'spirit manifests itself in count- less forms. In many of these, its effrontery is amazing. This is particularly obvious in the case of many drivers of certain lanes of oars. Regardless of the power, speed, acceleration or flexibility of theirmachines, no other automobile is too speedy,'powerful, or flexible' to be "taken on." ' If the "tatting on" is marked by ill -luck the first time, does it deter the unsuccessful driver? It does not. A few miles farther he may encounter :`.nother car of the same make and again will attempt to show its operator just what an error he fell into in not buying a really fast and powerful car. . According to those who have probed the individual motorist's conscious- ness, his attitude on° the highway simply is a reflection, of his desire to defend a pet prejudice. He buys a certain make of automobile and there- after feels compelled to prove that his judgment in making that particular purchase essentially was sound. Consciously or subconsciously, every motorist has this attitude, though, naturally, in varying measure. It ex- plains, a xplains,a great many forms of conduct and misconduct that are to be noted in a sweeping glance at the motor- vebicle stream. Two classes of drivers -develop. One 1s, relatively speaking, the victim of a mania to show that he is right.
