There is a trip to Britain for the
Ontario winner.
The decision of the Ontario
Hog Producers to request the
continuation of a price support
policy rather than a deficiency
payment plan may have come as
a shock to some farmers. In
turning' to a deficiency payment
Plan Agriculture Vtjnister Hark-
ness was apparently determined
to prevent the vertical integra-
tion of farm production. This
may not be as necessary as was
thought. From the rumors com-
tng my way it would seem that
some feed companies are begin-
ning to find that the feeding of
hogs can be unprofitable and cer-
tainly many farmers have found
that hog feeding on Contract can
easily be financially dangerous.
However the real objection to
deficiency payment on hogs is
the fact that United States would
have the right, and justly so, to
impose a duty on our pork ex-
ports equal to any deficiency pay-
ment received by our producers.
Since this payment to our prod-
ucers is to be based on a yearly
average, United States would
have to guess at the first of the
year what our deficiency pay-
ment would be at the end of the
year. Their only hope for ade-
quate protection would be sure
to estimate high enough. This
could and probably would mean
that our export to the U.S,.
which we have spent years to

build'.oir a quality basis, would
be lost.
Deficiency payments teem to
work satisfactorily 10 Britain
where they wish to increase pro-
duction but, where ^ the proalct
lits to go into export, there
seems to be too many interna-
tional complications.

Re Dog Proclamation
In view of the disregard by the general
public of the recent proclamation
issued by the Town Council re the
confinement of dogs, and the fact that
they are not to run, at large at any
time, the Council feels that charges
must be laid under this By-law.
Any owner or harborer of a dog who
allows it to run at large can be sum-
moned into court. The fine in a case of
this kind could be $50.00 and costs.
The Council and myself would ask all
citizens concerned to comply with the
laws and avoid the consequences.
