Official Rabies
Information
By R. M. Ardis, M.D,
While no rabies has been di-
agnosed to date in Huron Coun
ty, you will be concerned with
the proximity to us of establish-
ed cases in Western Ontario.
Soule of the wild animals which
may carry the germ of rabies
are capable of travelling a con-
siderable distance in their search
for food.
Rabies or hydrophobia is a
virus infection which attacks
the nervous system. It is spread
to humans and warm-blooded an-
imals by the introduction into
the body of the rabies virus, and
this is usually by the bite of a
rabid animal. On rare occasions
it has developed from the con-
tact of the saliva of such an ani-
mal with a scrateh or other
break in the skin of the victim.
Because of various factors
such as the intervention of
clothing, the severity and posi-
tion of the bite, rabies does net
necessarily develop following an
attack by an infected animal—
some authorities state that only
five to fifteen percent of per-
sons bitten by rabid dogs, and
untreated, actually develop the
disease.
The incubation period varies
with the site and severity of the
wound and may be two to six
weeks or longer. Once the symp-
toms of rabies appear in man or
animal, death follows in two to
six days.
In dogs the early symptoms:
change of disposition, restless-
ness, loss of appetite, tendency
to hide. Soon the appetite be-
comes abnormal and the animal
may try to eat glass, stones, etc.
Later it may rush about in a
staggering way, falling down
from time to time. At this time
snapping and biting tendencies
are common, saliva pours out of
the mouth, and the bark is harsh-
er. The final stage is one of
paralysis, with the lower jaw
and hind limbs first affected.
Though the animal may by this
time be unable to stand, it can
often still bite. Death occurs af-
ter a few days' illness.
Certain variations may occur
lar the illness, and the paralytic
symtoms may be more proanin-
ent, with little or none of the
earlier "furious" behaviour.
The Dog Tax and Live 'Stock
Protection Act provides far by-
laws
bylarws to be passed by local muni-
cipalities for the idcensing of
dogs and the control of any run-
ning at large. No 'doubt, your
Council already has such legis-
lation. Dog owners might be re-
aninded by (Councils 'when buy -
Mg tags that rabies vaccination
is advisable for their pets, espe-
cially if ;the 'dogs are allowed to
run on.. a farm or are used for
hunting. The new animal va+e-
cine for rabies is safe and may
be seoured at nominal coot from
a practicing veterinarian.
Not only dogs, but eats, foxes,
.erolves and other warm-blooded
animals may carry rabies. Live-
stock may 'become infected by
attacks from rabid animals.'
There are special people in
your area who can help when ra-
bies threatens. For example, in
the case of illness in pets and
livestock, a veterinarian can ad-
vise the owner.; in the case of
wildlife, a conservation officer
of the Ontario Department of
Lands and Forests is ready to
assist; where stray dogs or cats
show strange 'behaviour, the po-
lice should be notified,
The final authority, however,
with regard to rabies in animals,
is the Health of Animals Divi-
sion of the Canada Dept. of
Agriculture. It was this Division
that ordered compulsory vaccina-
tion for all dogs in Northern Al-
berta when rabies had seriously
increased there several years
ago. The vaccinations were per-
formed free of charge by 'their
officers. Other measures, such as
reduction of .wildlife carriers—
coyotes, foxes, etc., were organ-
ized in co-operation with provin-
cial and ,municipal authorities,
and a splendid job was done.
The Health of Animals office for
this county is situated in the
Post Office building, ;Seaforth,
telephone 372. Notify them of
all eases of animal rabies.
Should a man be bitten by a
rabid or ' s c
uspe t rabid anima],
wash the Wound promptly with
soap and water and place the pa-
tient under the care of a physi-
cian. Notify the Medical Officer
of Health. Do not shoot or de-
stroy the dog or animal which
attacked. The animal, however,
should be confined in a sate
place under veterinary super-
vision Inc at least 14da h
The
premature killing of the animal
might prevent accurate diagno-
sis of rabies. ISinee rabies v.ac-
eination of humans is still a ser-
ious procedure and not without
complications, physicians do not
wish to proceed with it unless
the danger is real.
School boards 'might instruct
pupils to keep dogs at home, and
parents should warn children to
beware of stray, friendly and vi-
cious animals.
