CRUEL AND UNUSUAL
This unpleasant distinction
'made for offenders is "cruel and
unusual". So say some about the
new license (legislation dealing
with drivers convicted in high-
way accident cases.
We wonder! "Unusual" cer-
tainly. But "cruel"? Let us see.
Mr. G, overconfident one even-
ing (because "one or two for the
road" had given him an exag-
gerated idea of his mastery over
his death machine, killed a boy.
The (boy was at .fault --(but the
died. Tragedy crashed into a
home when that car struck.
An extreme case Yes, but
only one of the many. Surely
such offenders are fortunate
that their red licenses don't
have to be worn ,conspicuously
on their person, even as the
Scarlet Letter in (Colonial •days.
This red license will serve as
a constant reminder of a dang-
erous weakness. It is expected
that about (2,000 Ontario motor-
ists will be affected annually.
Cruel? No! (Congratulations to

HURON COUNTY GIRL
WINS SCHOLARSHIP
Miss Anna Routly, 118 Year ,old
'daughter of Mr. and Mrs. Wil-
liam (Routly of Exeter, has 'been
awarded an Ontario Women's
Institute Scholarship. These
scholarships are presented each
year to 4-H Homemaking Club
girls in the province. Miss Routly
received her secondary school ed-
ucation art the (High ,School in
Exeter and is at present study-
ing
tudying Horne Economics at Ryerson
Institute, Toronto, Keen inter-
est was shown by (Mies Routly in
4,11 Homemaking Klub Work
and at the Achievement Day in
May, she received her Provincial
Honour (Certificate, which is
awarded to all (Homemaking( Club
girls at bhe completion of 12 pro-
jects. As well as her interest in
Home Economics, Miss Routly
has taken an active part in High
School sports, in Young People's
Union, and in the Church rOho:ir.
COUNTY COUNCIL
A by-law to confirms three
changes in the Huron county
road system was passed 'Thurs-
day by !Huron iConnty'Conneil on
the'final day of the November
session. In each case a stretch
of road la being turned back to
to'wnshi'p control, because ,of a
alumna in route that has altered
the line of a county road. The
by-law to confirm the three
transfers of ownership event
through without ,objection or re-
corded yote.
One of the three changes con-
cerns the county road from Clin-
ton to 'Bayfield; a new road was
.built (this ,year over a two-mile
stretch northeast of Bayfield, to
straighten the county road;
about :two .miles of the older
curving road has now been
transferred iron the 'county
(back to (Goderich twp., which
,owned the road before the :coun-
ty road system was organized.
A similar (transfer has been
made at A•ulburn, as a result of a
change in the location of the
county (bridge over the Maitland
River, at Auburn. !Pine approach-
es to the old bridge site have
now gone hank to the status of
twp, roads, and the approaches
to the new (bridge are the re-
sponsibility of the county. Four
townships are concerned in the
transfer; the approaches to the
old bridge were along a twp.
boundary line, with East Wa-
wanosh and (West Wawanosh on
the norbh side of the road, and
Hullett and (Colborne tswps. on
the south side.
The ibhird tranhfer to twp.
control concerns a stretch of
road in the Bluevale area, where
a highway route has been 'alter-
ed to improve the approaches to
a railway crossing. The'aban-
doned sections of highway were
turned back by (bhe province to
the county, and are now (passed
on from the county to the imps.

First and second readings were
given Thursday by county coun-
cilors to a by-law intended to
alter the status of bhe pension
plan for Huron county employ-
ees. The main provisions of the
plan that have (been in effect
will not be changed Iby the by-
law, but changes have 'been de-
signed to make the by-law con-
form with Ontario government
regulations. 'The (basis of con-
tribution to tih:e pension fund,
Iby the terms of the Iby-law, will
continue to Ibe five percent of
salary from each ' employee,
matched by dollar -for -dollar con-
tributions from the •county.
.Having received its first two
readings, the by-law goes next
to the Ontario Municipal Board.
If it is approved by the (0.M.B.,
it will come (before the January,
1956, session for third and final
reading.
After failing to agree, on
Wednesday, on proposed giants
to the .Clinton and Goderioh hos-
pitals, county councilors took
up the .matter again on Thursday
and agreed unanimously on fig -
Imes of $6,000 for (Clinton, and
$35,000 for'Goderich. The action
at this session is a recommenda-
tion to the 1956 (Council, which
will have to make the final de-
cision when striking . the esti-
mates for next year.
The 1955 'Council's recom-
mendation, 'Thursday, was that
(Clinton (hospital (board should Ibe
granted $6,000 of the $15,000
that 'had (been requested, toward
a proposed +$45,000 remodeling
project in the north wing of the
main hospital (building at 'Clin-
ton. Council recommended that
the (Goderich hospital should re-
ceive the x$85,000 toward the
cost of a proposed '$870,000
building 'project, which would
add a three-storey wing to the
east of the present hospital
building at (Goderich.

ribbons knotted with tiny buds.
Mrs. Frank Ruston of Stratford,
matron of honor, wore a gray
suit with white accessories and
a pink rose corsage.
Miss Betty Parker of Hensall
was bridesmaid for her sister and
chose a rosewood suit with sand
accessories, and a corsage of
Talisman roses.
Frank Ruston of Stratford, twin
brother of the bridegroom, was
best man, and Arthur Parker, of
Hensall, brother of the bride, and
Charles Ruston, Egmondville,
brother of the bridegroom, were
ushers.
The reception for the guests,
was held at the • Hillcrest Tea
Room, Mitchell, The bride's mo
ther received wearing a gown of
turquoise green with taffy tone
accessories. The bridegroom's
mother who assisted. chose a
gown of charcoal grey with ac-
cessories in white.
For their wedding trip to Strat-
ford and Toronto the bride wore
a grey suit over which was worn
a light blue coat, and corsage of
blue and white baby chrysanthe-
