In dealing with the mechan-
ical functions of the Legislature,
the important officers of the On-
tario Legislative Assembly are
the 'Speaker, the Clerk, the
Chairman of the Committee of
the Whole and the Sergeant -at -
Ams. The speakee actually con-
trols the House, and the Chair-
man of the Committee of the
Who]o acts as Chairman of the
House when the House is in
Committee, and also as Deputy
Speaker in the absence of Mr,
Speaker. The Clerk is in charge
of all routine details and advises
on procedure, and the 'Sergeant -
at -Arms enforces the orders of
the Speaker.
Many of our Ontario citizens
are under the impression that
the Premier of the Province is
responsible everything that
happens in the House and issues
all the orders. However, while in
the House the Premier must obey
the established rules and regula-
tions and take direction from
the Speaker, in the same manner
as a private member.
The Speaker is actually in full
control of all proceedings and
members must obey his orders or
suffer removal from the House
by the Sergeant-at-Arins. A de-
cision of the Speaker can be
challenged and -this results in a
vote being taken. Since the Gov-
ernment has a majority of the
members, the Speaker's ruling s
are usually upheld. An unfavor-
able vote could cause dissolutiou

The other officers attached to
the House are the Whips of the
various Parties, and the duties
of the Government Whips are
quite numerous. When a vote is.
taken in the Ontario Legislature
it is quite often mentioned in
,the newspapers that the Whips
lined up the Party Vote and. the
Party Members voted solidly for •
the Government. The impression
is given, both from the name and
the reference used, that the
Whips intimidate or coerce the
Members to vote for the Govern-
ment when an issue is at stake.
This is an erroneous impression,
however, as the duty of the
Whips in this respect is to see
that the Members are on hand
and that their votes are record -I

On occasions, 'Government
Members do not vote for the
'Government and these occasions
would be more numerous if it
were not for the party 'Caucus
meetings, In Ontario, every Bill
is discussed by the Government
Members in Caucus before it is!
introduced on the floor of the
House. Quite often a Member, '
has to acquiesce in his own ideas
and opinions, and sometimes vote!
against the interests of his own
particular Riding, when it ap-
pears that the measure will be
for the general good of the Pro-
vince at Large. At other times
a Member appreciates his col-
leagues voting against the in-
terests of his particular Rid-
ing and again for the general
good of the Province at large.
The Whips also arrange the
membership of the Party Mem-
bers on the various Standing
Committees of the Legislature:
When these Committees meet
it is the duty of the Whips to see
that Members are on hand an
all occasions to form a quorunt.
When any Member expects to be
absent from the Legislature the
Whips must be informed. This is
to prevent the possibility of a
snap vote being called when
Government Members are ab-
sent. On some occasions when a
highly controversial Bill is being
discussed and it appears there

Mrs. A. M. Rohfrietsch
Mrs. Andrew Michael Roh-
frietsch, 65, native of Ellice
twp. and resident of Downie
twp. for the past 47 years, died
on Saturday at her home, let 28,
con. 1, in that twp. Mrs. Roh-
frietsch 'had not been in good
health for the past two years,
but death came unexpectedly.
Mrs. Rohfrietsch, who was the
former Caroline Margaret Stos-
kopf, was born on Jan. 30, 1890,
a daughter of the late Mr. and
Mrs. Adam Stoskopf. She lived
in Ellice until her marriage on
Dec. 30, 1908, then moved to
Downie township. She was a
member of St. John's Lutheran
Church, Seebach's Hill, where
she was confirmed on April 5,
1903. Surviving, besides her hus-
band, are: four sons, .Arthur
Rohfrietsch and Edward Roh-
frietsch, both at 239 Cobourg
St., Harold Rohfrietsch, Ellice
twp., and Louis Rohfrietsch, at
home; two daughters, Mrs. Wil-
liam (Edna) Alexander, Walton,
Ont,, and Mrs. Donald (Edith)
Stewart, London; one brother,
George Stoskopf, Sebringville;
and two sisters, Mrs. Katherine
Schaub, Grand Rapids, Mich.,
Mrs..
Louisa Jacob, twp.
There are several grandchildren.
She was predeceased byone
son, Otto Edgar Rohfrietsch,
who died in infancy, and by one
brother, Edward .Stoskopf, Kitch-
ener, who died 5% years ago.
The funeral service was held
on Tuesday at 2 p.m, at Si.
John's Lutheran 'Church, See-
bach's Hill. Rev. Wilbur Lottes,
pastor of the church officiated.
Interment was in the adjoining
church cemetery.
