8106 MILLS ON RESIDENCES
BUSINESS RATE 87.6 MILLS.
1Seaforbh. ratepayers will be
called upon to pay the following.
Public
taxrates for 1957:I'u h
'School, business and industrial,
na1
&7.16 mills; residential, 811.6
mills; separate school, bus. and
ind., 80.6 mills; res., 74:6 mills,
This compares with the 1966
rate of public school 84.1 and
separate school '77.4 molls.
Tolwn treasurer D. H. 'Wilson
in presenting the budget to the
council at •a special meeting on
'Monday night, explained that
the residentialrate is six mills
lower than business and indust-
rial this year because of the
fact the prolvinciel grant applies
'only to residential property.
Like last year the council
found itself still haunted by de-
ficits from the hockey and
arena which took up a lot, of
the discussion tune of the meet-
ing.
A -motion Was passed that
Seaforth in conjunction with
Tuckersmibh is in favor of em-
barking on the ironing and plan-
ning projects -and it was hoped
to have a man from the depart-
ment at next meeting.
,.'W.ith 1$130,000 unpaid taxes on
the books, council decided Go
proceed soon with the tax sale
on properties over three years
in arrears. Appointment of an
'aetive tax collector was men-
- Coned. A. tax collector might
keep after tax delinquents and
encourage installment paying
where necessary,
Mayor McMaster said he had.
'written a personal letter to
O!PIP headquarters at Mount
Forest, asking if it would be
acceptable if (Seaforth could
hire one Provincial constable as
chief and two local men as as-
sistants. The reply stated itwas
unlikely to receive approval.
Comments on the town bud-
get revealed that the county
rate is half of, Seaforth's gener-
al rate; that the item of $7,000
for sundries includes the grader
and other expenses not charged
directly to any one committee
such as grants; that the, High
'School rate of 6.8 is made up of
1,5 Seaforth share of the deben
sss'isass and 5.3 general H.S. rate,
and that sewer debentures and
operation are paid for from
three sources, frontage tax,
rentals, and server rates.
Tax 'penalties will be as in
other years, 1% per month
added after Oct. 1st to Dec. 31,
and then % of 1% per month.
A. new statute allows a flat 4%
to be added but council decided
there is more incentive to pay
under the present rate.
Mayor (McMaster said some:
people do not realize that 34 of
1% per month adds up to 6%
per year penalty.
•It was stated that the tax
arrears under three years be-
hind are roughly half of the to-
tal tax arrears. Council thought
more aetive collection methods,
are needed.
The usual petition for pay
ment, on statutory highway im-
J ,'efiient grant amounting to
about 13,000 was 'passed.
Eric Munro was •authorized to
ereet a'businiess sign on his
lawn on. Goderich Street sub-
ject to approval
IA. letter protesting flooding
back of a store by water from
the (back alloy was talked over.
'Chairman Christie of the street
committee said the merchant
does not 'want a dyke built and
the best solution, would be .a
catch basin to the sewer, on
store property.
To start the zoning plan, a
conunittee must be named to
draw up a plan which must
meet with approval of the Mun-
icipal Board.
IA letter from the Department
of Municipal Affairs was read
re an inquiry from the town
about how to go about reimburs•
ing five local men who had
$4;500 stili outstanding on the
•.arena floor. The best method
'suggested appeared to be pay-
-anent of 1$1,500 this year and
asking the council for the next
,two years to pay like amounts,
.Some councillors thought it
should be left till next year as
it was not budgeted for.
Facts from discussions: A mill
on the tax rate 'produces $11;606.
ani 'Seaforth. The $12,000 for
rebuilding town hall comes out
of surplus. Arena . floor cost
$110,000, of which $4,600 is still
unpaid and little prospect of
paying it from arena earnings.
/Those who , have worked for
,hockey and also arena get little
credit froon the' pnlblie for bheir
"time land energy expended.
There will be no Junior 03 Hoc-
- key this year here, just juven-
ile, etc. '
Junior B hockey has cost the
ratepayers $3,600 or more in
the, past couple of years plus
12,000 in booster tickets.
ICosccerning the cemetery,
Reeve IScoins said he and ICoun
cillors.Ball and Christie had anet
with three board members. Fig-
ures -to show what percentage
the surrounding municipalities
use, the cemetery had been
' promised. The ;cemetery board
had indicated they would be
vei'lling to carry on if the town
would take :care of the deficit.
Council feels the other nun4ci!
patties anust also pay a share.
Councillor HalbkirRe rOporte'd
work is in progress on the wash-
rooms in the town ` ,'hall. The
committee had been :informed
