Holds Bargaining Act is
Against Public Good
In the real interests of labor and
agriculture and for the general wel-
fare of the province, the Ontario Leg-
islature should not grant current de-
mands for collective bargaining, R.
J. Deachman, Ottawa, told the Select
committee of the Legislature consid-
ering collective bargaining legislation
today,
"If Canadians desire full produc-
tion—and this means 'the fullest pos-
sible use of our capital', labor and
raw material—it will not be brought
about by elgislative strengthening of
one group at the expense of others,
and permitting it to upset the nat-
ional equilibrium," stated Mr. Deach-
man. "It will come about if it comes
by joint effort on the part of all to
bring about the desired end—an in-
crease in the total size of the national
incomeand therefore a larger portion
for each."
Mr. Deachman presented, figures
which showed that over a long period
through years of boom or depression,
the total of wages and salaries paid
in Canada had remained at over
three-fifths of the national income in
each year and that this is also true
of Great Britain and the United
States. Higher wage rates to some
workers would not' change labor's
share of the nation l"income, he con-
tended. The important thing is to
raise the total of wage payments by
increasing the national income.
