'
e .Board of the
Comity, gave quite an extended re-
port 'of the operation: of the act both
in this county and iii the province in
general, 06 the Act, he said It IS
one of those pieces of legislation 'that
must st be :administered firmly but sym-
pathetically, with a -due regard to the
sensitive nature of those woarien who
in the majority of cases find. >theln-
selves as it were sip against it
through: no fault of theirs,
To such
we must extend our synapthy and
help with no grudging or fault find,
ing, The, Act is intended for ,;hose'
only' in need of help,' hence all: the
more reason fpr thosnot in need to
helpenforce its provisions. But we
have foundthat there are some still
who, putting self before all others,
try to crowd out those less fortunate
^ e
than themselves, t may be through
ignorance of the scope of the Act
and not selfishness many act and
not through' belief that all widows
are equally eligible to apply. I would
like to enlist the county council in
helping. ,to overcome the wrong im-
pression.' There is also ono• way to
proceed to get the mother's allow
anee and that is by submitting an ap-
plication and fulfilling the conditions
therein set out. These•application
forms can, be obtained from myself at
Godeiich or. Mr, A, T. Cogperr at Clin-
ton. Pill those out in duplicate and
"send them to me with the certificates
asked for. It is not necessary to em:
ploy a lawyer. The nuniber of moth-
ers receiving the allowance in Huron
is 817, total 'number in the province,
3,870.
Mr.. G, M. Elliott addressed the
council, giving a very full account of
his work as County, Superintendent
of the Children's Aid Society and the
work of the juvenile court, of which
he is the probation officer.
The Warden expressed, his apprec-
iation of Mr. Elliott's work andof.
his full report to the council, and
asked Ex -Warden W. R. Elliott, .who
was warden during the year the
Shelter was instituted; to address the
council. Mr. Elliott expressed his:
pleasure at meeting the council again
and reviewed his work in connection
with the institution and his intertest
in the sante ever since,
