_If You Would understand the value

You feel inclined to question the vat-
ue% of the ,publie press, remarked an
exchange during the general strike,
imagine life in the modern world with
no newspapers at year door morning
and, evening.
They' are living under that condi-
tion id England. now, and it entails
possibilities so unpleasant as•to beget
alarmy, The newspapers are suipencl
ed 'by''the general strike, and the gov-
ernment -is foreed to issue one of its
own, a small sheet entitled the Brit -
fila Gazette.
Means of distribution are limited,
but: the Gazette hopes to enlarge
thein. Meantime It has this- to say in
justification of sits own existence.
"The strongest community which
civilizations can show is for the mom-
ent reduced to the level of African.
natives, dependent only on rumors
which are carried from place to place.
In a few days if this were allowed
to continue the ruiners would poison
the air, raise panics and disorders,
inflamd -fears and passions, together,
and carry us all to depths which no
sane man or any party .or class would. -
care even to. Contemplate. ,
The government, therefore, has de -
(aided not only to .use broadcasting
for spreading- information, but to
bring lout -.a. paper of its own, en a
sufficient stele to carry full and, time-
ly news throughout all parts of the
country." -
In a crisis that seems to threaten
civilization itself, the press thus ap-
pears as an instrumentality vital to
the -Carrying on of comnnunal life. It
is the bond that knits communities
together fund helps save them tam
disaster. t
'GODERICH: The season's harbor
iinproVeanent work was Y:enntenced
on Monday with the initial work on,
tile -concrete piers which are bi ng
built. Contracts for.$75,000 of dredg-
ing' are now let, which -will deepen the
inner basin of the harbor and widen
the outer channel from 4p0 to 600
fob, A section of the present wharf
is to, be refaced with concrete, 500
feet of concrete pier built to replace
the wooden "structure of the north
'pier and 300 feet on the south pier.
The Forrest dredging outfit is just
corispleting last year's dredging =-
tract, and the new wor]s, will begin
within a few weeks. These improve-
ments will -equip the harbor to handle
a' winter fleet of 30 grain vessels.
The south' side of the •harbor and the
south pier have been relighted with -
hydro power, rendering the clocking
of grana vessels much wafer.
