It is;not because they can publish the paper for the money, as anyone who' has ever had anything; to do with newspaper publishing knows. ` The whole purpose of •btiikl- ing the circulation of a daily of pro vincial or national weekly is solely for the incrdased advertising revenue. There are many papers published in• Canada which could easily afford to send their paper free to subscribers if the postal authorities would allows it, in ordeeto qualify fel• the higher ad- vertising rates.
