appoint a deputy to assist the

In operation for the first time in
Huron County, a Juvenile and
Family Court has been set up in
Goderich .with Magistrate D. E.
Holinea as Judge. The,court' has
been in operation since January 1
of this year and regular sessions
are heldyat. the County Court

Florence Nightingale carried
during her nursing duties, and
each of their lamps. was lit from
a larger replica of the Nightin-
gale light by Miss M. Snider,
director of nurses at the .hospit
al; During the recitation of the
Florence Nightingale pledge by
Miss Snider, each of the stud-
ent nurses, received her cap from
her "big sister" a senior nurse
who had been ,,assigned to the
girls when they first. entered
training. Also each girl carries
a white testament which was
presented as part of the cere-
mony.

In dealing with the mechanical
functions of the Legislature, the
important officers of the Ontario
Legislative Assembly are the
Speaker, the Clerk, the Chairman
of the: Committee of the Whole
and the Sergeant -at -Arms. The
Speaker actually controls the
House, and the chairman of the
committee of the whole .acts as
chairman of the House when the
House is in committee, and also
as Deputy Speaker in the absence
of Mr. Speaker. The Clerk is in
charge of all routine details and
advises on procedure, and the
Sergeant -at -Arms enforces the or-
ders of the Sneaker.
Many of our Ontario citizens
are under the impression that the
Premier of the Province is 'respon-
sible for everything that happens

cf the Speaker can be challenged
and .this results in a vote being
taken. Since the government has
a majority of the, members, the
Speaker's rulings are usually up-
held. An unfavorable vote could
cause dissolution of the House and
a new election or the resignation
of the Speaker.
The .other officers attached to
the House are the Whips of the
various parties, and the duties of
the government' Whips are quite
nufnerous. When a vote is taken
in the Ontario Legislature it is
quite often mentioned in the
newspapers that the Whips lined
up the party vote and the party
members voted solidly for the
government. The impression is
given, both from the name and the
reference used, that the Whips
intimidate .or coerce the, members
to vote for the go'vernment when
an issue is at stake. This is an
erroneous impression, however, as
the duty of the Whips in this
respect is to see that the mem-
bers are on, hand and that their paper releases had already

When these committees meet it
,is the duty of the Whips to. see
that members are on hand on all
occasions to form a quorum. When
any member expects to be absent
from the Legislature the Whips
must be informed. This is to
preirent the possibility of a snap
vote being called when govern-
ment members are absent. On
someoccasions when a highly
controversial bill is being discussed
and it appears there will be a
possibility of a close vote, mem-
bers are often called from other
parts of the ,government buildings
and even from the places of their
residence to be on hand for a
vote, or "division", as it is called,
Government speakers can continue
with the debate until the Whips
are assured that sufficient mem-
bers are on hand to guarantee a
favorable vote.,
The Whips must also.see,to it
that there are always 20 members
sitting in the Legislature as this
is the number required fora a
