Becker and 'Lawyer Prepare Next Step
In Fight.
New York. Oct. 26, -Polios Lieut.
Charles Becks'. spent . his hours of
confinement in the Tombs yesterday
planning his fight to annul the ver
diet of the jury which convicted -him
Thursday night of the murder of the
gambler, Herman Rosenthal.
Becker has lost none of the iron
nerve which bore him through the
trial and the ordeal of hearing him-
self eondemned as guilty, if his ap-
pearance and every action yesterday
connt for anythiog. He awoke refreeh-
ed from a sound sleep and after a
hearty breakfast summoned his chief
attorney, john A. McIntyre.
• The two conferred for more than an
hour and later Mr. Melt-4re armouries
ed that immediate potice of appeal
from the verdict Would be filed, Beck-
er, who is due to be sentenced next
Wednesday would, if the usual proce-
dure were followed, take his seat in
the electric chair the first week in De-
cember. The filing of the notice,. how.
ever, will act as a stay, and it 3S not
impossible that months may lengthen
into years before the ultimate fate of
the convicted police officer is deter-
mined. In a recent case two years
elapsed before the appeal of a first
degree murder was settled:
"I don't mind saying that we ex-
pect a reversal," Becker's attorney an-
nounced. "The appeal will be on the
grounds that the verdict was against
the weight of evidence; that the jus-
tice's Charge was of a nature' to in-
jure the ehancee of the defendant;
upon the justice's failm•e to rule that
Sam Schepps was ass accomplice
the murder, arid upon the error of
law in the refusal of the juetice to el -
low testimony submitted by the de-
fence to go in the record."
Becker's wife visited him in his cell'
yesterday afternoon, and, according to
the prison attendants, the meeting
marked the one moment Since the
prisoner was indicted when he seemed
on the verge of breaking down.
Either "Whitey" Lewis or "Jetty
Louie" will be the next of the SeVeU
meo indicted for the murder to be
placed on trial on Nov. 7. aleaatinie
Jack Rose, "Briclgie" Webber, Harry
Vallon and Sam Schepps, the four in-
formers, Will be kept in confinement
in the West Side Prison. •
WANT HIGHER TARIFF.
Steel Men Visit Ottawa and Present
Their Agreement.
Ottawa, Oct. 25. -The request of the
iron and steel manufacturers of Can-
ada for a substantial increase in tariff
protection, or, failing that, for the ee-
newel of a bounty on pig iron as a
teniporary measure of relief, pending
permanent action at the next general
tariff revision, was renewed to the
Government yesterday by an influen-
tial deputation headed by J. H. Plum-
mer, president of the Dominion Iron
& Steel Co., and including represen-
tatives of the eight large iron and
steel manufacturiag establishments in
Canada.
Their request was substantially
along the same lines as have been
twice presented to the Government'
since the expiration of the iron and
steel bounties in 1910 and 1011. gliis
time, however, they emphasized the
request for a permanent policy of
"adequate tariff protection",in pref-
erence to a temporary bounty renewal,
They maintained that the steel and
iron interests were entitled to bave
as much protection as the other manu-
facturing interests of Canada, which
now averages about 26 per cent.,
whereas the output of the iron and
ste.ol mills now have a protection
varying from only 7 1-2 to 20 per cent.,
aceording to the character of the pre,
duct. The request Iv s turned down
two years ago by the Liberal Govern-
ment, and was again turned down last
session by the Beeden Government,

Montreal, Oct. 26. -The Montreal
Gazette says;
"It has practically been -declared
that the reorganization of the Cabinet,
made necessary by the retirement of
Mr. Monk will be postponed until af-
ter the session of Parliament. There
will, however, be a temporary nor-
gemeation in order to alloys the Gov
erernent to meet the House with all
the portfolios filled."
