In regard to future world politics was
outlined by Premier Poincare in the
course of an elm-if:ant tribute which
he paid at the dedication of tbe stain
of Ring Edward VII., which was un-
veiled here yesterday.
The French Premier lauded King
Edward as the maker of the triple
understanding between Great Britain,
France and Russia, saying that he
was a laborer for the world's peace
and civilization and for the progress
of humanity. Speaking as to the fu-
ture, 11. Poincare declared that
France would steadfastly adhere to
the policy of peace, which King Ed-
ward had laid down in the under-

Hinea claims he is not guilty of vio-
lating the law, as he was assisting
the company's local agent.

dians of this city. French-Canadians

Henri Brisson was on several occa-
sions defeated in the election for the,,
Presideney of theerepublic, In 1894
he stood second in the poll, 'receiv-
ing 195 votes to Mer-Casimir's 451. He
was ffiest" eleeted as .reriresenbative of •
the , Seine in the assembly in. 1871,
'having been prior to that clep,utye
mayor of Paris. 44 the general elec-
tions in February, 1876e he was elect-
ed for the Tenth Arrondissement of
Paris to the new chamtber. He was •
elected vice-president three years 'lat-
er and was named president of the
'budget commission. He succeeded
M. Gainbetta as president of the
chamber in 1881, end accepted the of -
flee of Premier on the fall of the
,Ferry Cabinet, in 1885, but after a
few months gave place to M. De
Freycinet.
In the elections of 1889 he was the
only RdeMblican eandidate elected in
Paris on the first ballot. For many
years his Republicanism was of a
Spartan nature. He lived in a bare
flat that the Iron Duke would have
admired. He was never known to
take a cab, always tiding, on the out-
side of omnibusses. He was the liv-
ing embodiment in France of what
has been called the Nooconformist
conscience. His special mission was
to preside over comittissions of en-
quiry, especially when scandals were
to be investigated with inflexible sev-
erity.
M. Brisson was re-elacted president
of the Chamber of Deputies in 1906 .
and held that office ever eince. He
was mentioned as a possible candi-
date to succeed M Fallieres as Presi-
dent of the republic in 1913.

-The fourteen passengers .carried by
the Schuette Lanz dirigible balloon
on its first flight this year had a nar-
row escape • from death Saturday
morning near here'. When the dirig-
ibis aseended, with the inventor, Prof.
Schnettu, acting as pilot, she reached
ali altitude of a few' hundred feet,
when the 'vertical steering gear jam-
med and the airehip plunged at full
speed to the earth, where it buried its
bows and the forward gondola in the

chanic who had his breast crushed

The dirigible with the remaining
passengers then rose again rapidly
into the air, but the. water ballast
containers had be'en smashed and the
airship was blown helplessly to the
other ..side of the Rhine, where a de-
scent Was eventually effected without
further mishap.
The dirigible is of unique construc-
tion, its frame being a rigid one of
wood, while its climensions are about
the same as those of the Zeppelin
airships.
