Senator Frank J, Gardner, who was
arrested and locked up late Saturday
night on the charge -of conspiracy to
ginia control of the half -million -dollar
estate of Samuel E. Ha.slett, an aged

pudiated, was released on $3,000 bail
yesterday, after arraignment. Gard-
ner, who a year ago was acquitted of

this state in 1009. pleaded not guilty
and said that hehad no deubt of his
- ability to clear his nettle. .

Winnipeg Feb. 10.-Pas0enger ser-
vice from the Pacific to the Atlantic
over the Canadian Northern Railway
during the year 1914 was the forecast
of Sir Donald Mann yesterday as he
passed thromeet from the coast to To-
ronto. A fretght service from coast
to coast, it was stated, would go into
operation in two years with the pas-
senger service the following summer.
The grade from the Atlantic to the
Pacific will be lower than on any line
in Canada or in the United States
through the moutains, and wheat will
be handled all winter long to both
Atlantic and Pacific terminals. As far
east as Central Saskatchewan grain
will find its natural route to the sea-
board on the Pacific, thence to Liver-
pool through the Panama Canal.

despatch he said:

The new constitution of the 'Pro-
visional Government will be approved
by the assembly at Nanking on Feb.

Gen. Homer Lea, the American offi-
cer, who has been acting as military
adviser to Dr. Sun Vat Sen, and who
has been seriously ill, has now rallied
and may recover,
Dr. Sun at Sen wised that an ap-
peal sheulebe made to foreigners to
conttibute to the relief of the famine
in China. He said. that owing to the
life struggle and death struggle for
freedom which had been going on in
China, the administration was help-
less, but he hoped hereafter it would
not be necessary to make any appeal
abroad,

Manchtnia has beenne much neore
acute since Kang Yu Wei, leader of
the reform movement in 1895, and
grand head'of the Ernp ye Reform As-
sociation, has thrown in his lot with
the Maneinfrian viceroy, Gen. Chao
Erh Esun, against the new regime.
The latter, according to a despatch
from Tientsin, refuses to give up his
offiee. The Manchu Prince Su is fin-
ancing a movement to establish a con-
stitutional monarchy in Manchuria.
