• Berlin, Jan. -21—Seventy-eight re.
ballots in the Reichstag elections wore
held Saturday. The returns indicate
that the Socialists are not gaining' as
expected.. The Socialists participated
in forty-six roballets or which they
carried only eight. At this rate they
will hardly reach ninety seats in the
Reichstag. They were ousted 'from
five constituencies, losing among oth-
ers Bielefield to COMA 1,011.Posadow-
47-Wehner, the formere Secretary of
State for the Interior, who -Wile the
candidate, of all the other parties. The
Radicals put up a stout defence and
'elected 17 members, -winning eight
districts, chiefly from the Conserva-
tives, and losing one.
The various Conservative groups
'elected 21 in the reballots, the Cleri-
cals seven. the National Liberals 21,
Socialists eight, Radicals 17, and Irre-
gulars 4.
The Conservatives had a net loss of
3, and the Clericals a net loss of 3,
the National Liberals a net gain of 5,
Radicals 7, „and Socialists 3. The re-
sult of Saturday's voting renders it
improbable that the oppbsition par-

ruhe district, which is an old Socialist
stronghold, and also Freiburg, elect-
ing Prof, Gerhart von Schulze-Gaever-
nitz over the Clerical. eandidate.
:The chief cause of the failure of
the Socialists to make a better show-
ing Was the refusal of the Liberal
voters to support them. Many of the
Liberals cast their 'votes for the Con-
servative candidates in the North Ger-

wew York, 3an. 22.—Officials or the
Geographical Society and various simi-
lar 'organizations interested in polar
explorations are eagerly awaiting word
from Capt. Robert Falcon Scott, who
expected to reach the South Pole on
Christmas Day, and they believe that
when he announces 'die result of Inc
British Antarctic expedition, it will
be to say that Inc quest was suc-
cessful.
Lieut. Shackleton of the Britialt
navy, reached thefarthest south on
Jan. 9, 1009, ninety-seven geographical
miles away from his objective point,
and then turned back only because
he ran short of provisions.
Capt. Scott had 750 miles to cover
from his winter quarters to reach the
South Pole. His journey consisted of
O dash across the comparatively level
ice to the ice barrier, then up the gla-
eier side to the plateau, some ten
thousand feet above sea level, and
then to the pole.
The Scott expedition was outfitted
as no other exploration party was
equipped before. !The British Govern-
ment subscribed $100,000 to the fund,
and the British public contributed an
equal sum. Accompanying him, in ad-
dition to a picked crew, were five lieu-
tenants of the royal navy, two sur-
geons and three biologists. .
Three motor sledges werd carried
in the hold of his vessel, seventy tons
of provisions, 130 dogs and 30 Siberian
ponies,
"Wide Open" Candidate Quits.
Montreal, Jan. 22,—Nominations for
the offices of mayor and aldermen took
place at the City Hall yesterday. Only
two candidates are in the field for
mayor, and both are Freneh-Cana-
diens, Ald. George Mardi and L. A,
Lavallee, Dr. Passe, who expressed
his intention of running on a -novel
platform, which proposed to make
Montreal a "wide open" city, did not;
formally enter the field.
Eight aldermen were elected by ac-
clamation: La Pointe, Ward, Boyd,
Letourbeau, N. LaPointe. G. Mayrand,
S. DeGuire and Drummond.
In all the other wards there will be
contests.

Their Dreadful Position Has
Been Overlooked In the Excite-
ments of the Revolution.
Shanghai, Jan. 22.—The exciting
noels of war and diplomacy has caus-
ed the world to forget the terrible
destitution_ which now prevails in
China. It is a side issue, but one
which may have a vital effect on the
settlement of the revolution. In Slily
and Auguet last the Yangtse 'rose to
an almost unprecedented height and
Ilia resulting destruction eas caused
famine areas now accurately defined.
There is the great Hwai Valley re-
gion, measuring about 100 by 300 miles
where the farmers have had only one
good orop since 1906. Not only is there
bo reserve to meet present oeditions,
but the people bave lost heart and
'will not try to help themselves.
The second area is about Wuhu,
where for some weeks the Yangtse
formed an inland sea from 80 to 100
miles long and varying in width from
35 to 40 miles.
The last district is Hunan, where
the floods are local. One section 30
miles square and containing at least
10,000 people was completely sub-
merged. An estimate of 100,000 people
facing. absolute starvation in Hunan
alone is considered conservative, while
in 'the three areas the lowest estimate
of the destitute is 3,750,000. Destitu-
tion such as is experienced in China
Is undreamed of in more progressive
countries. There are almost no charit-
able institutions and many families
are left shelterless anchenearly un-
clothed to endure the paifie. Pillage
and destruction have commenced in
the etninti7 where the revolutionists
lint unable to keep order. In the
towns which they have taken the re-
bels keep fair order, but their organi-
sation of government does not extend
to the country districts.
The Central China relief eommittee
with headquarters in Shanghai is
making an appeal in all ottuntries for
funds to carry on relief work. The
oommittee is thoroughly representa-
tive of the best foreign and Chinese
communities here and it is. working
in a businesslike manner. In return
for relief the oommittee is exacting
work from the recipients, who are re-
quired to deepen the water courses
and strengthen dykes and guard
against a reourrence of the floods.
Every effort is being made to avoid
pauperizing the people and much of
the work is planned to tide the farm.

been held in readiness since Friday
to take Yuan Shi Kai to Tientsin. It
was everiently the Premier's plan to
transfer the provisiotial capital to thai

Shi Kai intended to escapes fs:orn Pe-
kin_ as soon as the 'edict of abdica-
tion was signed, but the reactionary
princes gained the upper hand tem-

Rome, Jan, 22.—The Pope, who ap-

terday received a large delegation,
which brought to him a number of

This being the feast of 'Se Agnes,
the church bearing her name pays a
tribute of lambs to St. John Lateran.
They aro first brought to the Pope
for his benediction.
The Pope caressed the lambs, which
were bedecked with ribbons. They will
be kept Alive until Easter, their wool
being used • for the naafis conferred
upon archbishops. •
Crushed In Gravel Pit.
Mount Brydges, 3)ec, 22.—Saturday
afternoon while worldeg in a gravel
pit at Delewaro Village, William
Adair, a 'Caradoe farmer, was instant-
ly killed, 31 appeers that several
farmers were drawing gravel from the
pit. Adair and another man were
down in the pit under a large piece
of frozen earth when it suddenly gave
way, falling on Adair and crushing
his head to a pulp. .
He was about 45 years of age ad
