Prior to 1000, a number of indivi• duals procured a charter for a railway in the County of Heron and the ad. joining district. 1n 1000 or theta, - ;shouts, Mr. Mayes got in touch with thein and undertook to build the road, covering the points mentioned in the charter, running from Goderich to Kincardine, with roads in both towns, Promised Electric Light. Mr, Mopes applied to the munici- palities for aid, and showed from his experience that an electric line would help them. He egt•eed to build stud equipe the line, put a power dam in the Maitland [liver, and supply God erich and other towns with electric light. To facilitate this, Goderieh •ora n ee ones 'o ti have received $(10,001 in advance. The work was done by the Huron Construction Company, 'a company formed by Mr. Moyes, and which ap parently had full control of, the con- struction. The money issued to this construction company, upon the engineer's certificates, was by checks which bear the endorsation of the \Vest Shore Railway. Oannot Serve Moyes, The sheriff claims be has been un- able to serve Mr. ` Moyes with a subpoei:a to appear before the Railway Board, The municipalities interested claim that all papers of importance were in Mr. Moyes possession, and that they are trying to get hold of them, through .n order of the Railway Board, in order to see just how the 3385,000 was expended, Engineer Middlemiat reports further that it will take some hundreds of thousands to finish the line, and that until this is expended the work and money already laid out will be useless. Never Given Statement. For three years the interest on the guaranteed bonds was paid through Mr, Moyes, but for the past three years the municipalities have had to pay the Merest on the $400,00(L So far, Mr. Moyes has never given a statement to show how the money was expended, and his excuse for not proceeding with the work is that the Hydro Electric, by their new projects, have 'nude it impossible for him to float the bonds cf the Power Company he was to erect at Goderieh, and with out that iioation he could not get the electric power to run his line.
