Ottawa,, January 23. -Mr. Char-
les Henry Parmelee, Kings Prin-
ter, and Controller' of Stationery
for the Dominion of Canada ,since
February 1st, 1909, died at 1.15 this
morning, after a long illness, Ile
had been in poor health for some
years.
Mr. Parmelee was born at Water
loo, Sheffolld County, Que., on
June 1, 1855, the .eldest ,son of Ru-
fus E. Paijmelee. of New England
Puritan stock, and Eliza McVicar,
of Highland Scottish origin. After
his education at Waterloo,
Academy, he took up journalism,
becoming ediIio11 of the Waterloo
Advyrtism: at the .early age of
twenty. In 1830 he went to Mont-
real as financial and commercial
eoiton of a morning newspaper of
that city, but returned to the man
agement, of the Advenitiser three
years later which. position he re-
ttained up to the time of receiving.
his appointment as Kin.gts Printer.
He had in the meantime become
proprietor of 'the Advertiser.,
Always' an ardent Liberal, Mr,
Parlmeleie was elected to Parlia
menit in 1896 as member for the
County of Sheilfoild, and was re-
ele'etled in 1900, and again in 1904,
siding until 1908. On his appoint-
lment as King's Ps'initber, •'to suc-
ceed Dr. S. E. Dawson, he was en-
terl-aired at dina'.ler by the mem-
bers of the Eastern Townships
Press Association and presented
with a handsome testimonial.
Mr. Parmelee had held many im-
portant offices in his home Prov-
ince, having been a member of the
Provincial Council of Agriculture,
of the

Board of School Commissioners in
Wate'loo, presidniet of the East-
ern Townships' Press Association,
president of the Dairy Association
of the Province of Quebec. Hewes
a director of the Brom& Lake:Elec-
italic Power Company, one of the

of ,Ottawa, and a member of the
Laurentian Club.
Mr. Parmelee married, in 1887,
Miss Christina McLean Rose, of
Montreal. In religion he was an
Anglican, He had a great, personal
popularity in the Eastern Town-
ships, as well as in Ottawa.
It 'trill be remembered that at
the 'time tate late Mr. Parmeilee
was appointed Mr. Robert Holmes,
the former owner of the New Era
was a ;strong candidate for the
position,

the Place of Hands.
Elephants are interesting because
they [save such varied feelings, such a
wide range of intelligent appreciation.
Doubtless this is in part due to the
possession in the trunk of an organ
the development of which hue itself
permitted development of brain power.
Very great brain power could not have
been developed as an accompaniment
merely or hoofs; hands, however im-
perfect, were necessary or something
else that would serve ars a partial sub-
stitute for hands.
By watching a herd of elephants any
one can speedily see the large range of
uses to which the trunk is put and the
large range of needs and emotions
which It develops and satisfies. Dur-
ing courtship the bull and cow caress
one another with their trunks.
Ele-
phants are very curious, and the trunks
are used to test every object which
arouses their curiosity. The cow is
constantly fondling and. guiding the
calf with her trunk. The trunk is used
to gather every species: of food and to
draw water. It Is used to spurt dust
or water over the body, it is used to
test rotten and dangerous ground. It
is in constant use to try the wind so
as to guard against the approach of
any foe.

trunks continually appear in the air
above them, uncurling, twisting, feel-
