by the shadow that has fallen upon
the 'European peaples, writes a- air -

When asked to give me his im-
pressions of Europe in, the light of
the present upheaval, he said that
what had impressed him most was

this failure the power of life and
death has been left in the hands of

their own Government. They have
no means olf controlling the Gov-
ernment. I have great sympathy
with the people of France, who are
tied to Rtitsia solely ibeeanse rower
lies cM the hands of financiers ancl
bureaucrats. The financiers of
'Paris lend money to Russia, en con-
dition. that one-half of it shall be
spent on armaments against Ger-
many ; and through the agency of
the war traders of •Oreusots; of
lIamicount, and Chatillon-Corn-
ea entry.
The 'Military Caste.
"In this way the several nations
are re,sponsible for this war, In

tries depends, and on whose wealth
