As an instance it is stated that even
with the war tax added there was a
slump in the postal receipts of the
Dominion in the past month. This
was predicted by Sir Wilfrid Laurier
when the tax was proposed. Low rates
and increased quantity appear to go
hand in hand. A pleased customer can
usually be counted on but the one who
wears a scowl and mutters his complaint
is to be counted on with a little
hesitation. If the railways, Express Co.'s
Telephone lines and other public utilities
dropped their rates we believe they
would make more money.

What do you say Postmaster Scott?
Wonder if it ever dawned on the
Kaiser that just a hundred years ago
last Friday another military tyrant met
his fate on Belgium's battle field and
that Waterloo, June 18, I815, has always
been a historic red letter date in the
annals of Europe if not of the world?
Sanguinary and long continued as that
struggle was it pales into insignificance
compared with the European battle line
of today. The Kaiser's downfall is just
as certain as was Napoleon's. Let us
hope that the disruption of militarism
will usher in not only a peace continuing
for 100 years but that it may be
multiplied by 100.

Wingham, June 20,—After he hadd
viciously assaulted his wife and had
been stopped from choking her by
neighbors' intervention and after he
had been subsequently relieved of a
t thwart-
ed
razor, Edward Patey was Agan r
ed this morning in an attempt to' hang
himself, but not until he had' gothint-
self strung up and was so far gone' that
it required several minutes of resuscitat
ion work to bring him' to. '
He is now locked up in the Wingham
jail and will appear before Magistrate
Morton at 10 o'clock tomorrow morning
to answer for all the above capers,
Ide was arrested shortly before noon
by County Constable G. Phippen, who
answered a hurry up call to the' residence
`of W. Ward,' in the county.
Patey cane to St., Helens district as
a farm laborer four years ago. His
wife has recently been attending Mr.
Ward's wife who is serionsly ill, This
morning Patey went to Mr. Ward's
house and asked his wife if she was
coming home. She said she could not
leave the patient till she had improved.
Patsy, on a second refusal, attacked his
wife, threw her to the floor and attempt-
ed to choke her.
A. neighbor named Everitt had
dropped in to inquire concerning Mrs.
Ward, and he and Mr. Ward, after a
struggle pulled the infuriated man from
his prone wife.
Patey seemed to quiet down, but
later he was observed to take a razor
from his pocket and he was about to
open it, the two disarmed him. He then
ran from the house, and jumping into a
rig which he had borrowed drove down
the road. Meantime a call had been
sent for Constable Phippen.
When some distance from Mr.
Ward's house, Patsy stopped the horse,
took a bridle rein from the harness and
suspended himself to a tree or post.
A passerby saw him hanging, and
gave the alarm. Mr. Everett and Mr.
Ward, who had followed the fleeing
man, came up, and the dangling body
was cut down The three men, by
respiratory methods, succeeded in
restoring consciousness by the time
Constable Phippen arrived.
