Judge Dickson Officially Notified and Asked to Nominate One Member for Each as Soon as Possible. Whet the Act Says in Regard to Tribunals. Judge Dickson on Tuesday morning received the following telegram from Ottawa relative to the appointment of tribunals under the Milltau'y Service Act, which states that there will be 8 tribunals in Huron County, Judge Dickson will appoint one on each tribunal, the other to be appoint- ed by the Government. The telegram Is as follows; Judge L, H, Dickson, Goderich, Ont. There will be 8 tribunals under the `Military Service Act in your ju- dicial district, probably located, one each at Winghaun Brussels, Gorrie, Seaforth, Exeter, Goderich, Clinton and Dungannon, though empowered to sit nigo at other places within the district for the convenience of the public. Members must be nominated as soon as possible and it is therefore requisite that you make immediate enquiries to ascertain your nominees, one for each tribunal, who should he resident in the locality for which he is appointed. if you offer any suggestions to change proposed locations please telegraph it to ilio. NEWCOMBE, Deputy Minister of Justice What the Act Says Relative to the appointment and for- mation of tribunals, the Military Ser- vice Act has the following: 5, (1) There shall he established in the manned hereinafter set out, the M- eowing tribunals: (a) Local Tribunals; (b) Appeal Tribunals; (c) A Central Appeal Judge: (2) Any tribunal may hear evidence on oath or otherwise as it may deem expedient, and for the performance of its duties shall have all the powers vested in a Commissioner under fart 1 of the Engeiries Act. (3) The Governor in Council may, upon the recommendation of the Cen- tral Appeal Judge, stake regulations with respect to the establishment, con- stitution, functions •a;d procedu•t of the said tribunals and such regulations may contain provisions for securing unifut'ntity in the application of the Act. (4) in so tar as provision is not otherwise made, the procedure of the Tribunal shall be such as is deter- mined by the Tribunal. (5) No metnber of any tribunal shall be responsible at law 'for anything done.'by hint in good faith in the per- formance of a local tribunal or an ap- peal tribunal in respect of the eerier - malice or non-perfr-mance of his du- ties under this Act, except with the written consent of the Central Appeal Judge. (6) No proceeding authorized or pending before any tribunal, and no decision of any tribunal, shall by means of an injunction, prohibition, mandamus, certiorari,. habeas corpus, or other process, whether of the like kind or otherwise issuing out of any court, be enjoined, restrained, stayed, removed or subjected to review or 0011 - sideration, upon any ground whether arising out of alleged absence of juris- diction in the tribunal, nullity. defect or irregularity of the proceedings or any other cahse whatsoever nor shall any such proceeding or decision be questioned, reviewed or considered collaterally in any action or proceed- ing civil or. criminal, Local Tribunals, 6-0) The Minister may from time to time by proclamation or otherwise establish local tribunals at such places as he deems necessary and give each an appropriate designation. (2) The Minister may, after a local trobunal is established, order, by pro- clamation or otherwise, the removal of such local tribunal from place to place within the same province. Membership of Local Tribunals, (3) Each local tribunal shall con- sist of two members. One member shall be appointed by a Board of Se- lection to be established by joint reso- lution of the Senate and House of COnI- 10011s; the other member shall be ap- pointed by the following authority: t, In those provinces in which there are county Judges or district courts, the county court or district court judge or, if more than one, the senior judge for the county or district, in which the local tribunal is established, or when the place at which a local tribunal is to 1'e established is not, within tate ter- ritorial limits of any county court or district court, then by such Judge; its may be determined by the Minister, The judge nicking the appointment may appoint himself or any . other judge having jurisdiction tit the county or district. The funeral was held Monday of George Henry Washington Graham, one of the best known and most genial of Goderich citizens whose death occurr- ed on Saturday. He had spent a good part of his life as agent, at first in the implement line and later for pianos. He was horn in the Township of Ash- field, was twice married and Invert by his first wife a family of three daugh- ters, Florence and Nina, of New York, and Nellie, of Toronto, all of whom were home for the funeral. Ile is sur- vived by two brothers and three sisters, W. H. Graham, of Goderich ; James Graham, of Ottawa ' Mrs. Judge John. stow, of Toronto, and Mrs. Judge Dugas, of Paris, France, and Miss Mary Graham, of New York, Mr, Graham was 55 )'cars of age. 1 -Le is survived by Ids second wife formerly Mrs. Proctor, He was a Mason and a Workman, and the Local Lodge of Masons attended the funeral in a body. The pall bearers were -Messrs. Ben Saults, Walter Saults, lien Allen, James 33cCluskey, Imbert King anti James W. Snaith, ltev. J. E Ford performed the ceremony. Fire made almost •a complete wreck of the Factory of the Goderich Manu facturing Company early Wednesday morning. How the blaze started is a mystery. but it gainerl headway very rapidly. The Company had been busy 011 a large order of 1(10,000 egg boxes, and a large number were stored in the building, which made only too good fuel for the flames. A couple of car loads of the boxes were standing on the railway siding nearby, but were moved to a point of safety. The factory is 81 t feet by (10 feet, a solid brick build- ing, but little of even the wails are left standing, with the exception of the sawmill at the north end of the factory, which is practically intact. A building used as an office building, while the Factory was being erected, and a frame grain warehouse belonging to the pro• prietor, 11Ir. 13eachler, both of which are quite close to the factory, were saved by the efforts of the firemen. * # is •X• i:• 31' w .r :.
