Among the proposals for peace at-
tributed to the German Government,
and un oubtedist - emanating from
Germany, there is one that appeals
with great force to r many believers
in self-government, This is ---
"To leave the dispositioli of :Al-
sace-Lorraine to a plebisite of in-
habitants,"
This proposal recalls a somewhat
similar one made by Stephen A.
'Douglas In 1854, to leave the ques-
tion whether slavery should be ad-
mitted to or excluded from a terri-
tory to the inhabitants of the terri-
tory themselves. The proposal has
passed into American history under
the title of "Squatter Sovereignity,"
Abraham- Lincoln's charaeterleation
of this , proposal will. he found in
Volume 1 of his complete works, page
249:
What was Squatter Soverignfty?
1 suppose, if it had any significance
at all, it was the right of the peo-
• ple to govern themselves, to he sov-
ereign in their own affairs while
they were squatted down in a coun-
t try not their own, while they lute
squatted on a territory that did not
belong to them, in the sense that
a State belongs to the people who in-
habit it -when it belonjs to the Na-
tion-surh right to govern themselves
was called Squander Sovereignty.
What Germany proposes to do 'is
to leave the question of Alsace-Lor-
raine to be determined by Its present
population, while the French inhabi-

The question how the ownership
of the surface of the earth can b

VALUE IN DEAD LETTERS.
Loss and Trouble That Are Caused by
• Sheer Carelessness.
More than two and 0 quarter mil-
lion dollars' worth of checks, drafts,
money orders and other valuable 'pa-
pers were found in undelivered letters
by the United States dead letter office
during the last year, and practicallj
all were restored to their owners,
The tirst assistant postmaster -gen-
eral announced that .the dead letter
division handled 10,839,390 letters
and. parcels during the year, a slight
increase over the previous year. One-
third of these letters atild parcels, or
:4,677,1 94, was delivered; 101,-185 con-
tained things or value without clew
to their senders, and were held for
'claimants; 7,0t9,136 had to be de-
-strayed, and 41,775 still are being iin-
veittgated,
In addition to the valuable papers,

ed stamps, and some earrellcy was

contained 677,770 misdirected. letters,

natures,

demons know him (vs. 24, 34). It Is
written, "The demons believe and

that men, women and children are oft -
times possessed by evil spirits, and
blamed for what the evil spirits say

fault with them, for he is stili the
same Jesus, and no able to east out
demons as when on earth in his humili-
ation. But we must remember, as we
saw in last week's lesson, that the
kingdom has not conte yet, and kln.T-
