SQUATTER RIGH'T'S AND THE NATIONS (From the liew 7 ork Outlook) Among the proposals for peace at- tributed to the German Government, and un oubtedist - emanating from Germany, there is one that appeals with great force to r many believers in self-government, This is --- "To leave the dispositioli of :Al- sace-Lorraine to a plebisite of in- habitants," This proposal recalls a somewhat similar one made by Stephen A. 'Douglas In 1854, to leave the ques- tion whether slavery should be ad- mitted to or excluded from a terri- tory to the inhabitants of the terri- tory themselves. The proposal has passed into American history under the title of "Squatter Sovereignity," Abraham- Lincoln's charaeterleation of this , proposal will. he found in Volume 1 of his complete works, page 249: What was Squatter Soverignfty? 1 suppose, if it had any significance at all, it was the right of the peo- • ple to govern themselves, to he sov- ereign in their own affairs while they were squatted down in a coun- t try not their own, while they lute squatted on a territory that did not belong to them, in the sense that a State belongs to the people who in- habit it -when it belonjs to the Na- tion-surh right to govern themselves was called Squander Sovereignty. What Germany proposes to do 'is to leave the question of Alsace-Lor- raine to be determined by Its present population, while the French inhabi- -gnats tcho were dwelling there in peace three years ago have been - mostly killed off (to say nothing of fhe other french inhabitants who have been driven out by the Ger- man occupation of the past forty years) and their places, taken by Germans "who have squatted on a territory that did not belong to . them," It is true that no territory should be disposed of by external authority a FM Olalse 110121 HEADACHES AACHES 3EIFOREHAND 1 Y z Meyer had a head- . . when you were '.Po "eagle well is to keep p n-.?ttr 11Dil$ltaa3n V. It was preposterous in the Civil War to claim that the people of LOM .i :uta owned the mouth of the Poic- sippi River because they dwelt upon its banks and the people farther up had no rights or interest in the mouth of that river. 11 is quite -" preposterous to claim that heea'i;:c naw 0 majority of the people living in Alsace and Loraine and trans- ferred there from Germany are or may be Germans, Germany has a right to take possession of the m' oral wealth of these two provinces. The question how the ownership of the surface of the earth can b determined, and how the political control of each section of the sa•- face of the earth should be determin• ed, is a very difficult one, because so many, so various, and so complex are the rights and interests involv- ed. One thing, however, that i very certain is that no people have mt obsolute and exclusive right ic. control and use for themselves 1111)' portion of the earth's surface mete - because they chance at the time when the question of control arises to dwell upon that territory. As the interest of the w',n'e Anreric:un Nation was rightly con- sidered in determining the political control of the United States, as the rights and interests of the people o` 011 Great Britain ought to be taken .S- tu consideration in determining the political control of Ireland, so, whe11- ever tihe nations are prepared to stake the new neap of Europe, the rights a 1d interests of the various people of lin - ,pe must be taken account of in deter- mining the boundary lines of Alsac- Lorralne, and, indeed, of every new hnundatry line that May be drawn. (John 17.18; 20- 21,) As to his own words and works he said, "The words that 1 spank unto you 1 speak not of myself ; but the ra- ther that dwelleth In use; he do(lh the 'works." I1 seems strange that while men do not know this Holy tYne of God, the demons know him (vs. 24, 34). It Is written, "The demons believe and tremble" (Jas. 2:10). 11 Is still true that men, women and children are oft - times possessed by evil spirits, and blamed for what the evil spirits say end do throngh them. To bring them to 3esns would be better then finding fault with them, for he is stili the same Jesus, and no able to east out demons as when on earth in his humili- ation.
