Far-reaching, amendments have been
made to The Stationary and Hoisting
Engineers Act, by which gas plants as
well as steam plants are brought within
, its scope. The issuing of certificates to
operate plants has been limited
to British selects and those
who have made application for natural-
ization papers. The time limit of the
emergency clauses.whiclr allowed a
plant to be operated for thirty days by
an uncertificated engineer has.. been
i cut to fourteen days, after which a qual

whether the responsibility lies with the
Dominion or Provincial Governments
for the enactment of certain labour
legislation such as the eight-hour day,
unemployment insurance, etc. the Leg-
islature adopted a resolution that a con
ference be called of representatives of
the Dominion and the various Provincial
Governments, where it could be decided
as to which questions were properly fed
eral and which provincial 'natters. Foll-
owing the conference the Labour De-
partment of Ontario is to make an ,in-
vestigation and report upon the sub-
jects which are provincial in scope.

made for all branches of education
should ensure progress in this most im
portant subject, Considerable legislat-
ion has been adopted respecting the
School system, including the abolition
of high schools and continuation school
except for non-resident pupils, to con-
fer power upon county councils to
foram county boards for secondary ed-
ucation and to provide for the'appoint-
meat of advisory officer who by coll-
ecting and distributing information re-
garding available occupations and em-
ployments will be able to offer such
counsel to pupils as will enable them
to plan inteligently for their vocational
and educational advancement,
