minister of agriculture for Canada,
a blanket quarantine was placed on
all dogs in a large section of West-
ern Ontario, as the result of a rabies
outbreak, - • , , t
The quarantine covers the town-
ships of Hawitik, Turnberry, Mor-
rie, Grey, East and WestWawa-
nosh, Ashfield: !Colborne, Hullett,
McKillop and •Goderich in Ilueon
County. the townships of Huron,
•Kincardin, Kinlosa 'Culross, Car-
rick, Brant, Grenock, and Bruce
in Bruce 'County, and the 'town
ship of Wallace, Dime. and Logan
in Perth County. -

Dr. G P, Mackenzie, of the
health of animals Mauch at Ota
taws, revealed today that the situ-
ation is. quite serious, The head
of a dog owned by Earl Wyld4 of
Wingham, was revealed recently by
test to have a positive rabies' in-
fection. The test also disclosed that
a cow of Howard Whytoclt,.examin
ed by Dr. James McKague, of Wing -
harm; had died from the effect of
rabies.

Society of Brussels• High School
held its flus, meeting under the con-
venersship of Alice Blake, The new
president Torr MidFadzean was in
the chair and gave a fine •address
suitable `for tthe •oceasdon,` Jean
Speiran and Idella Bryans sang a
duet, The words of this song had
been composed by one of the poeti-
cal fifth eormers. An amusing
reading was given by Mary Helen
Eckmier, A "treasure trail con-
test" was conduoted• - by Halbert
Keifer. The highlights of the meet-
ing was the ,reading of "Le Petit
Journal," the school paper which
sees all knows all -tells all, by the
editor Virginia Plum, Mr, Murray
acting as critic mentioned the good
points of the meeting and the points
which could: be- improved, Candy
was served and the meeting closed
with the singing of "Gird Save the
King." It has, been necessary for
the commencement program to be
postponed until Dec. 1st.

the school expenses also the salaries of the Teachers also . advised
that the inereabed scbuol rate, is not date to the eclicol. Writer
did ncl give' the figures that the school board received from the
village all I am .eu,:e las would be of interest to every citizen;.
These figures were.glecu to me by the village Clerk It, Warwic1
who was only able to go back to 1928.

The only reason we had to raise the school rate 3 mills for
1939 was account oe engaging another Teacher; 1 believe eve
have the highest school rate In Brussels of any Village with the
same population is this; vicinity and looking over - the annual
report of the blme- book issued by the dept. of Municipal affairs

May say the rate "school' for. Hensel] for 1938 was 10.1
while for this year it is10,9, Hensall and Sll}nth have only two
teachers in the Continuation :school, Now take a place like
Milverton 'which have four teachers iu the continuation school
their populatio'u being 100$ with as'sess'ment 5641150.00 with over
100 people working in the several factories: and with around fifteen
scholars coming trona Millbank and, Nenvton to the continuation
school, I am sure you will agree there is no comparison.
• Regarding reasons for this high .school ate in Brussels, I know of
'three reasons. and shall number them as to their importance.
No. 1 Village too sanall only 5390000,00 assessment,
No, 2 Balance of ratio between Village and county pupils works out
as to small a county grant, in cyber words if we had twice ea
.many county pupils and half as many village pmplls our county
grant would be doubled. For 1998 our County grant was
51490,00, some continuation schools not much • larger than
Brussels receives. over 53500,00 per year.

It is very strange that since the Dept. of Education is demanding
this higher eduaatio Premier I epburn not very long ago is quoted

boards and that at the next regular session legislation will be

they exceed a certain proportion' of the total tax rate, May say -
Brussels .is not the only peace where the rate has gone up, you will
notice in the Municipal World: a long list of places asking authority
from the Municipal Board to issue debentures' far eulargment of
present school erfar new equipment and even for a new school,
1 nuderstantl there is around a 26% increase in attendance at
Normal schools, in Ontario this year. For the past twenty years
the average attendance at Normal school from Brussels would be
once this. year there are sex. It don't appear very bright for
positions, when you. can secure a teacher evbth a B.A. certificate
for 51000, 'In candwsion I believe we have a very hard working
and efficient school board, .they spend: many long hours at their
meetings worrying over school business, possibly worrying more
then over their own business anal with no remuneration. However
I think they have made a mistake in this case as any other public
body will do and is is on behalf of a Large body of ratepayers that
1 have :written .this letter, We cannot have h low rate if our
school rate aanound& to 18'Mi19s.
