The new order, modeled closely on the order in effect since May 15th. 1942, set up three classes of °legible fire buyers and rules nut all other vehicle owners as ineligible to pur- chase ally usaable tire or retreading service. The classes are: "A," "3" and "C" Changes Explained The order does tneee things -- 1. It revises the lists of eligible vehicles. For instance it raises the rating of certain dentist, optomet- lists and rnral scholia teaohers, an.l allows tire -buying prtvi;ogva Lc farmers who own -a truck, prospect- ors tor base metals and ori, owners of moving vans, chain store super- visors, rural auctioneers, propriet- ors of trucks delivering newspapars to dealers, and curtain others. 2. It allows, for first time since rationing went into effect, the re- treading of tires for vehicles in class "0," including farmers, diplo- mats. rural undertakers, commercial travelers and others. 3. It, redetinest the trent "author. !zed dealer" and thus prevents any. one front selling tiles nr tubes if he Did not sell at least 75 per cent of his purhase of tires and tabes to the Public in the year ended October 31, 1941, 4. It compels every authorized dealer to retain furn=in tires for 39 days to allow for possible Govern- ment inspection thus e. dealer will he prevented from selling tires to a raitonner whose bites are W17 usable, 5. Tt provides that, except by per- mit or by legal sales between deal - ere and maniitaot'tirers, or by sale, loan, or exchange of the verhihle 1t- eelf, no person :may buy sir sell, borrow or lend, give away or re- ceive as a gilt, mortgage, beater, or in any way di9pose eta usable tire or tithe, and it thus prohibits any - two or 1110re owners from hulking .blear tires to equip •ne vehicle.
