has designated that part of Ontario
described as the Village of Blyth,
the Village of Brussels, the Village
of Lucknow, the Village of Tees -
water, and the Town of Wingham, in
the Province of Ontario, as zones
for the BARBERING INDUSTRY,
which he has defined as all work
done by barbers in,- (a) shaving
or trimming a beard or moustaches;
(b) cubti'ng, trimming, singeing.
shampooing or dressing hair; (c)
giving,- (1) facial massage; or (10„
scalp treatment; and (d) honing or
stropping a razor, except where
performed in barber schools licensed
by The Industry and Labour Board
under The Apprenticeship Act, and
has received a petition requesting a
conference of the employers and
employees in the said indtsury and
has authorized the convening of such
