Opening of Provincial Parliament
Fanner members of the Legislature
especially are pleased that the House
is opening this year on the 13th of
February, at least two weeks earlier
than last year. Towards the end of
each session, although so much impor•
tant business conies at the end, due to
delay at the beginning, members get
restless. The farmer members par-
ticularly want to get back to their
farms to do their Spring work.
In the long sessions of 1918 and 1914,
before the war, it was well into May
before the Legislature closed, Since
the war the sessions have only been
about half as long as previously.
This year Easter comes earlier than
in 1916 and the early date of the open-
ing probably shows a desire on the
part of the government to finish busi-
ness by Easter as they slid last year.
There is a fear in Ontario of a short-
age of seed potatoes for the coming
Spring and some authorities including
the Toronto Telegram (Conservatiye)
lay the responsibility at the door of
the Ontario Department of Agricul-
ture. A recent editorial in that paper
bemoans the lank of foreeight display-
ed by the Department. In discussing
the potato situation the "Telegram"
considers that "a lack of earnest -
minded, fore -sighted thinking is the
greatlaek of Ontario's Department of
Aperient Lure." The Department is still
small and inadequate in comparison
with the needs of the province.
The general ground of criticism of
the government in this connection is
its failure to ascertain or to anticipate
agricultural eorul itions. For en[Ite

As an inveslurellt these certificates
offer many attractive features, chief
of which are the absolute security and

every $21.50 lent to the Guverntnerrt
now, $25 will be returned at the end
of three years.
There are two other features yvhich
are especially interesting to small in-
vestors. First, the certificates may
be sin rendered at any time, if the
buyer should need his money ; 1(11(1
second, each certificate is registered
at Ottawa in the buyer's 0111119 and,
if lost, or stolen, is therefore valueless
to anyone else.
But while they are excellent from
an investment standpoint, the certifi-
cates should appeal strongly to Cana-
dians because they offer to those who

Government which declares that every
ounce of one strength is needed to
win the war, knows these things.

way to peace. He would have nothing
to do with this thing that he found

The 45th annual report of the Con-
federation Life Association shows
that during the year new business
amounting to $11,218,772, was written
bringing total insurance in force up
to 575,502,476. Policyholders and The
theirbeneficial'ies received the huge
sum of 52,117,187.92, Of this over
$850,000 was in settlement of death
claims. The assets now amount to
$21,558,295.16, a jump of 8970,724.40,
over the figures for 1916. A striking
feature ofthereports was the cash
surplus which is now over and above
all liabilities and and for the protec-
tion of policy -holders totals 52,473,048.

The reports indicated a healthy
growth in all branches notwithstand-
ing unsettled conditions. The busi-
ness in the United Kingdom and in
the West Indies showed an appreci-
able gain.
