Amendments to license law a druggiet has the right of appeal, In all other eases the ISM plovidee- eaI es o the High that the only app, ll t e I g Court under a writ of certiorari, Otte of the iutpot•tant changes is that giving a Magistrate power rio put any person on the "Indian list who sella liquor to or procures it for any person already on the fist. Etxperi- 01108 has shown that many pelson4 who are on the prohibited list are sup- plied with liquor by Mends, who en- joy %viii them the convivial time, A short term in jail bas not proved a deterrent, to this praotlee, and 11 15 thought that if their own supply is endangered these people will not be so likely to offer their good services. In view of the growth of local op- tion, the law with -respect to the fines being kept separate for each munici- pality is to be changed, Hereafter these 81188 are to be kept in one fund fin' each district and the expense of enforcing the law in that distt•iet can be:paid out of it. This will do away with the nuisance of keeping number of entail accounts - where one would set ve the purpose much better. Anothee change will affect the pro- vision tequiring a person found under the it of liquor in a local option district to tell from whom he seemed the -li liquor under penalty of $60 fine for refusing. The change will em. brace ail places where no tavern shop or licenses alt issued and the person who is found under the Influence of liquor in these places will be subject to the satue penalties as if it was a local option district. The last section is designed to strengthen the hands of the depart- ment in enforcing the law in counties or districts where the Canada Temper. ansa Act is in operation. "The House will appreciate" paid Mr. Hanna "that we are confined to fairly barrow limits when ie comes to that andwithrespect to these limits such as they are, we have sought to make emelt changes as will strengthen the hands of the department in that particular." In counties the law is to be enlarged an Lhat the Province may provide out of the consolidated revenue fund one half of the amount required to enforce the law over and above what is avail- able out of the fines received from penalties imposed. Under the legisla• tiny of Sit Oliver Mowat the Province has been paying only one-third of the deficiency. - In num ganized districts the entire cost of enforcing the Canada Temper- ance Act is to be borne by the Pro- vince and for this purpose $6,000 has beenput in the estimates. This will effect the district of Manitoulin where the Stott Act will come into force on the first of next month. Morris Oourrtoll Although meagre in ite concessions the Government's 'Renee legislation this season rends to place further re- strictions tea The , n the ffic. 1 sLrirticna emit) t qu bill which was introduced into the Legislature by Hon. W. 3. Hanna contains no sensational provisions. It consists of only six sections. The first change is to include'Gnad Friday along -with C1u'swiss as one of the days on which liquor cannot be sold. The second clause deals with the right of appeal from convictions for the illegal sale of liquor. Heretofore a licensee only had the right of an ap- pall from a conviction, but thelaw is to be amended to include, druggists, as the druggists' aesnciatiinu thought that this provision was only fair.
