one dog is shot and the owner traced

sheep look to the owner of the dog for
compensation or to the council ? If the
owner of dog, for what proportion of
damage, and if council is liable for the
balance, whose duty is it to fix the
amount that each should pay. The
owner of the sheep should pr6ceed be-
fore a magistrate, under the Summary
Convictions Act, against the owner of
the dog who is known, The evidence
will be taken and damages appointed
amongst the owners of the dogs known
and unkuown, Such amounts as the
owner of the sheep is unable to collect
in this way should,be,paid by the mun•
icipality. Until tli'e proceedings before
a magistrate are determined. the mun•
icipality has no liability,

OBIT.—One closely identified for the
past yeate with Seaforth, passed away
to the person of John S. Welsh, aged
82 years. He was born in Little York
(stow Toronto), and aa a young man
moved to Owen Sound, where he took
up a farm and later engaged in the
grocery trade. On Feb. 28, 1896, he
was married to Catharine Sperling,
McKillop. In 1871 they came to Sea -
forth, where deceased engaged in
pump making until he retired about
10 years ago when he had a stroke of
paralysis, from which he never recov-
ered. Death occurred Sunday July,
27th, after a severe illness of 2 weeks.

AccIDFNT.—What might have been
a fatal accident occurred about a mile
South of Wingharn on the gravel
road. Chas. Campbell, of Morrie,
was driving home with horse and
buggy, when he was struck by a car
going into Wingham, throwing him
out of'tbe rig. Dr. McInnis, Wing -
ham, was coming along at that time,
caw his danger, speeded up his car to
get out of reach of frightened horse.
The horse ran into hie car, smashing
off the lights, the mudguards and
some other parts. The driver of the
car from Teeswater, picked Campbell
up and took him in his own car,
which was not damaged, to Wing -
ham hospital.

Elwood Hamilton, who has been ill
with inflammatory rheumatism since
Iaet December, has been removedto
the Memorial Hospital, Listowel. We
are pleased to learn that his condition
is much improved and hope for a com-
plete recovery.
AUTO COLLISION.—The Palmerston
Spectator of Met week says: Two
autos collided near the Catholic
Church late on Sunday afternoon.
Rev. J. W. Pring was the driver of
one car, and S. H. Hobson had charge
of the other, According to reporta
one car took the turn wide and the
other car went to left in order to
avoid a collision, while the first ear
went to the right. In the enntsh np
Mr. Hobson's car was the more severe-
ly damaged.
What might have proven a very
serloua'accident occurred on the farts
of T. Vine. While J. Vine, who was
assisting his son, was driving a load of
hay into the barn, the horses turned
too short and overturned the load.
Mr. Vine fell and struck hie head
agaiuet the cement foundation of the
bridge. He was unconscious for a
short time, bnt aside from a severe
shaking up we are glad to report no
serious injuries were suffered,
